To Saturdav's audience, the program at the meeting of the Hammond Woman's Club was one of the most delightful that has been given before the, club this year and there were two hundred members and guests present to enjoy it. The first part of the program was a recital by Mrs. Clara 1'dmends Hemmingway ef Gary who charmed her hearers with groups of vocal and whistling solos. She posses a contralto voice of beautiful quality and wide range and was beard in eight numbers, two of them of "her own composition. Bond Rate Announced and Limits Showing Partial Tax Exemptions. WASHINGTON'. April 14 Terms of the Victory Libetty Loan were announced yesterday by Secretary lass, they are: Amount $4.500, 000, 000, oversubscription to be rejected. Interest 4 3-4 percent for partially tax exempt notes. convertible into .1-4 percent notes wholly tax exemptMaturity, four years, with the treasury reserving the privilege of redeeming the notes in three years. The 3 3-4 percent notes, to he Issued later, also may be converted subsequently back into 4 3-4 percent notes. The 4 3-4 percent securities are to bo exempt from the state and local taxation, and from normal rates of federal income taxes. The 3 3-4 percent securities are exempt from all federal, state and local taxes except tate and inheritance taxes. The size of the lon was much smaller than had been anticipated by most financial observers, who looked for an issue of about $5. 000, 000, 000, in view of Seceretary Glass' statement that the loan would be five or six billions. This will be the last Liberty Loan. Secretary Glass explained. although there will be other issues of government securities to finance belated war expenses. These w:H not be floated by popular campaigns. None of the past issues of Liberty bonds are convertible into victory loan notes, and theie are no special provisions in the terms of the victory issue serving directly to maintain the market prices of past Issues. WASHINGTON, April 11. White House officials today were convinced that the complexities of the situation at the peace conference are slowly disappearing and that splendid progress is being made. This belief was based on advices that have reached here from Paris indicating that negotiations are going ahead more rapidly than might be recorded in news dispatches. White House officials seemed well satisfied with the amended league of nations covenants and expressed the belief that much of the opposition to the original document woud now disappear. However, it is expected that before night there would be several renewed assaults upon it from senatorial circles that consistenly opposed the old covenant from the beginning. These senators devoted much time yesterday to digesting the provisions of the pact in Its new form, and were known today to be preparing formal statements setting forth their views.
