LAST FOUR DAYS OF 71ST ASSEMBLY v 'Continued rrom page one.) or so of this week and next Monday, the closing: days of the legislature, will see compromises effected on practically all Important legislation and the passage of enough good acts to make this session stand out pre-eminently for years. LACK OT LSADEESHIP. Lack of real leauership in both houses has caused much of the friction, much of the delay and much of the harumscarum legislation that thus far has marked the progress of the session. In the house the majority leadership was divided at the beginning of the session when Charles I. Mendenhall was named floor leader, but the appropriation bills were given to Representative Swain, of the visiting committee. The result has been that Speaker Eschbach had to bear many of the burdens ordinarily carried by floor leaders. In the senate the floor leader of the majority, Harry E. Xeg'.ey, of Indianapolis, has been the constant target ot shafts aimed in a political way to destroy his efficiency and all of these shafts have come from his own rarty. Meanwhile Lieutenant Governor Bush had been more or less "at outs" with everybody connected with the legisla
ture, including the Governor. Speaker Eschbach, the Bepubllcan state committee and rrany of the senators. He has injected politics into the situation wherever rossible and has made the whole session seem uncertain from the beginning- to the end. Out of all this condition students of rolitlcs here are looking for possible poiieal results. Tt Is known they either v. ill be grave for the Republican party or Intensely beneficial. here to make certain that the right sort of legislation should be enacted. Whether he was successful is not known, but it did become npp.-ivent here late this we'U that some plans were on foot to finish at least some of the legislation of the session in a way that would not leave the people of the state totally helpless in the reconstruction period. It was considered here that the vicious attacks in the house Tuesday on the specific appropriation bill resulted in much good to the taxpayers as to some Items, but that the spirit of "using the axe" became so rampant before the session was over that real injury may have been done to some institutions in the curtailment of their specific requirements for the next two years. Plans were under way, it was said, to remedy any of these situations In the senate when the bill was taken up there late this week, if that were found to be possible. To an outsider it appeared Thursday morning that never before in the history of a legislature had so much important legislation been held up at the "eleventh hour" as is being held up here today.
