State department officials so Interpreted the clause rending: "No person shall be prosecuted for offenses of participation in war measures prior to the Rigning of the armistice." This held a double meaning for some. That Germans left behind in evacuated territories should riot be punished and peoples of the territories should not be punished for participation in the war. Because of the first theory the clause has aroused much Indignation. If the clause is correct it means that the Versailles conference has struck a new note in the idea of a stern jus: peace.
