"In most small towns of the central west." the AA'ashington order reads, "the few who do use anthracite are the wen-to-do as it is regarded as a luxury. Accordingly, as it is less difficult and more equitable for a small proportion of the well-to-do than for a large proportion of the poorer classes to make a change in their heating equipment in larger cities should receive preference in anthracite. "Special consideration, regardless of size, might be given to cities and towns In which the amount of domestic anthracite previously consumed was abnormally large as compared with the total amount of domestic coal consumed, both anthracite and bituminous.
