This local commission will be composed of one shipper and two railroad men and its recommendations will be reported to the regional commission, to sit in New York. This regional commission will be composed of two shippers and three railroad men, according to confidential information given the Indiana commissioners, and Its fndings in rates and similar matters will be reported, with recommendations, direct to the federal railroad administration In Washington for final action.
