Local observers have made logical deductions 83 to the reasons for the final decision of the Baldwin Locomotive "Works to carry out thir long deferred plans for an East Chicago plant. These reasons are as follows: 1. The eastern states are congested with war manufactures until the United States government has determined on the policy of rlacing many future contracts In the west. Coal supply and labor conditions require this. Hence It has become the logical thing for the Baldwin Locomotive works to escape this industrial congestion by building Its western plant. Not Dependent on War. 2. The railway eauipment market

Is r.ot dependent on the war. It is estimated that for ten years after the war car and locomotive builders wiil be kept busy rehabilitating the railroad sof this country and Europe. 3. There has been a gentlemen's agreement between the Baldwin Locomotive Works and the American Car & Foundry Co. regarding the building of a western plant. It Is now presumed that tha action of the Baldwin Locomotive works presages the. building of th American Locomdtlve work's plant at Gary. 4. There were a number cf smaller subsidiary concerns which sought locations In the vicinity of the Baldwin Locomotive company pianl after it had purchased its site in East Chicago. Plans ior the con-

The story of the first Baldwin boom Is one of the real estate romances of the region. Teople stood in line all night in order to get the first chance to huy lots in the principal subdivisions. Smith Bader Davidson Co. cleaned up JTJ.OOO on one subdivision in a week. The East Chicago Co. soid a million dollars worth of property in a few months. The Calumet Kennedy Land Co. sold $50,000 worth of property in a week. Hammond investors who had failed to take advantage of the Gary boom got into the East Chicago market with the result that todav most of For-

and One Hundred and Fifty-first street ia owned by Hammond investors. This property which lias been carried all of these years will now come into its own. A number of Hammond business men are the owners of some cf tin principal corners in the busines district of East Chicago and now pxprct to see their holdings increase rapidiy in value. Now An Industrial Giant. But this time It will not be the Baldwin that will precipitate the boom in East Chicago. East Chicago has become an industrial giant since the first Baldwin boom In spite of the disappointment following its failure to locate. The Mark Manuf acturing Co.. now I re-Incorporated as the Steel & Tube company, with $32,000,000 of assets, the Sinclair Oil Reftining Co.. and scores of other concerns have located in East Chicago since the days of the Baldwin boom. Further consolidation of these interests is expected. Buy Iroquois Iron Co. The consolidation began two year ago when these interests bought practically all cf the stock of the Iroquois Iron company and it became allied with the By-Products I'oke corporation in operation. A year ago the Mark organization was expanded and $.000.00ii three year notes were sold to provide working capital. Since that time $15,000,000 in cash has been put Into the property. The new company will have a capacjty of 751.000 tons of pie iron and 430.000 tons of finished steel annually. What New Plants Are. It would appear that this capacity will be enlarged shortly since the build

ing plans of the Hark company alone a year ago contemplated an annual capacity of 500.000 tons of finished steel. The new plants and improvements which the company will have when It begins business under the new name will be a 600 tons blast furnace just finished by the Mark company, a complete Besmer plant, an open hearth steel department with a rapacity of at least 60.000 tons, plate, blooming, billet, and skelp. and pipe mills and dock and harbor facilities for the largest ore vessels. Supplied with Ore and Coke. The company is fully supplied now with ore. coal, coke, limestone, and every material nereary to the manufacture of finished steel through its allied corporations. The By-Product Coke corporation's ovens adjoin the Mark property and supply the coke. The Mark Manufacturing company was established in 1S? with $:,000 capital. In 1301 $50,000 capital was added. Up to June 30, 1017, more than $7,500,ooo had been put back into the property from earnings. The Iroquois company recently bought the plant of the American Smelting and Refining ccmrany.
