All employees receiving less than eight hundred dollars a year are given twenty per cent increase. Rural carriers using horses are given twenty per cent and rural carriers using motors on fifty mile rni'n ten rer cent. The increaSes given by the Watson amendment will tend to retain capable men in the postal service who have been hard hit by the hisrh cost of living and who in the past few yrars have been leaving the service because their water were rot adequate.
