They furnish all the little d. -nails to the public of the happy event but they can never outdo the writeups that appear in some of the weekly papers. If the President will point out to Congress the particular band of red tape which he wishes to cut and which he cannot nowcut with any instrument already provided for him. But if he concludes not to take Congress into his confidence, he can hardly complain if Coiutn-ss refuses to take any more leaps in the dark.
