The Food Administration has given notice that it will look with disfavor upon the holding of wheat from market and where investigation shows unpatriotic in
tent, will order the seizure of the wheat on the ground i
that the holders are guilty of giving aid and comfort to the enemy. This announcement is the outcome of action taken in the case of two men in New Mexico who were farmers and storekeepers and who had In their posses
sion 1,600 bushels of wheat they had raised themselve J
and 4.200 bushels they had bought. The men were of Herman extraction but the announcement does not stale whether they were native born Americans or whether thev had been naturalized. The men had refused to sell the wheat at the ruline price. The Food Administration's announcement states the facts and then says: "The Food Administration has taken the position that the withholding of his wheat from the trade, Kemrtcnich Lrothers. are guilty of giving aid and comfort to the eneny. On this ground it has authorized the New Mexico administrator to seize the entire supply and place it in eireui.vion. "Reports of several similar cases have been rereived, but no definite action has been taken except in this one instance. The Food Administration has announced, however, that where investigation shows unpatriotic intent ihe wheat will he seized. Allowances will b made for what is needed for seeding purposes and personal use." Since giving aid and comfort to the enemy is treason i is apparent that holders of wheat under the circumstances described by the Food Administration are liable to much more serious punishment than the seizure of the grain. In view of the fact t hat large quantities of wheat have not yet been sold by the producers, the action of the Food Administration in this case, and the announcement that the action , was taken because the holders gave no satisfactory explanation of their refusal to sell, w ill be of wide interest to grain growers. The Food Administration's announcement does not say whnt explanation was given in this case for refusal to sell, but the statement that they refused to sell, "at the ruling price," leaves the inference that they werti holding for more money. It is quite likely that the new policy adopted by the Food Administration will tend to maKe farmers let go their wheat holdings, rather than take the chance of prosecution if their explanations prove unsatisfactory to the Food Administrator.
