The man who is financially able to buy one or more Liberty bonds, and refuses to do so. will be carded, anr his name filed in an .index to be kept by government officials. The persons whe are financially unable to buybonds will not be listed, or be embarrassed in any way by the index of names of persons whe are able but not willing to aic the government in the present crisis. Township cha;rmen are asked to report the names of such persons, and the list will then be carefully gone over by the county committee, to see that no injustice is done to anybody. A committee will visit the men listed, and if they still persist, the names will be reported tc the federal reserve director of sales.
