MILLER ON THE MARNE. Congressman John F. Miller of the State of Washington is doing some good work in addressing acdiences in the Capital City and elsewhere on his observations in France when he visited the war zone hist fall. With an account of hia personal experience Mr- Miller includes a patriotic appeal that is most effective. He has made a study of the battle of the Maine and has so familiarized himself with the strategy involved in that great effort, the names of the commanding generals, and the movement of the troops that his colleagues consider Mr. Miller an authority on the subject.

NECKTIE PARTIES FOR SPIES. Dgath by hanging for convicted spies is provided in a bill introduced by Congressman W. Frank James of Michigan. A spy is denned as one "who seeks inforrra tion with the intention of communicating it to the one my." In Mr. James' bill the court is given no discretion regarding the decree of punishment, it being may. datory upon the presiding justice to impose the extreme penalty.
