continue vacant or be improved; whether the city shall become a Greater Hammond or a weak sister to East Chicago. $60,000,000 War Order. As chairman of the housing committee, W. J. Whinery today made a report to the members" council confirming the story carried in The Times of th $60.fiOO.nfto war order, and stating that, other factories in the city also have war orders anil that the situation demands at least 500 new houses during 1 n 1 S. As a matter of fa-t every one of l.nf'O houses would bo purchased or rented by the time of their completion. The report was adopted and the members" council recommended that the directors employ an expert to make a survey of the city. V. S. Betz. the manufacturer, displayed plans for building homes in his Country Club addition and said that by wholesale building $1,000 could be saved on each. Dr. Sharrer moved that the chamber appoint a committee on publicity an i Chairman C. M. M'Daniel appointed th physician as chairman of the committee. Th meetin;; was continued until Thursday of ne it week when the housing question will again be taken up. Chairman Whinery's report in full follows: To the Cha'rmait and Meembrrs' Council of the Hammor.d Chamber of Commerce: Your committee appointed in investigate, on the. needs of additional homes, houses and aecominoda t it ii'-t fur married and single men. in the city of Hammond, made immediately necessary by the fact that the Standard Steel Car Company a'nd other factories -n the city have received large orders for supplies, from the United Slates government and other sources, and by reason thereof information has come to the Chamher of Commerce that the force of employes of said companies will be increased many fold, begs leave to submit the following report : (1) Otic of the steps taken by your committee, was to ta'e up the matter of building additional homes with the House of Hancock, a syndicate o" Chicago. III., engaged in home building. And a special committee was also apPoii ted by the president of the Chamber of Commerce to make special investigation of th" responsibility and plan for building houses by the House of Hancock. Said committee lias been t erjii'-f '.etl t e) n:.ik . special re pot t today. 12) From the best information which your committee has been able to obtain, a demand for at least S00 additions! booses will a i ise during the year 1 ;M 6. If the i ity of Hammond is to receive the benefit and growth which it should receive from this demand, this number of bouses at least should bo built. Your committee beii. vts that it would be for the best interests of the city for ach present property owner, who hu possiblv do so. to endeavor to build it least one dwelling house, at the earliest possflilo date. And your committee recommends that the character of houses to be built should be of a substantial character, not too expensive, but of a good, substantial nature. if such houses are built, your committee believes thai ready sale will be found for them, and if not sold tint they can be i. nte I at once at a. profitable rental. Alien Declares He Never Heard of City of Chicago

EVANSVILLE, IND., Dec. 6 This was naturalization day in the Vanderburg county superior court, and twen-ty-one applicants asked for their second papers. Most of the applicants were Germans whose first papers had been

granted previously. There had been

four rejections up to noon because the applicants did not show sufficient knowledge of the state and federal governments. One man didn't know whether the Indiana state legislature met at Indianapolis or Washington, and hed had never heard of the city of Chicago. Judge Fred M. Hostetter, who presided at the hearing recently ruled that second papers could not be granted to Germans who had made their application for citizenship before the United States and Germany went to war.

that a campaign be put on to induce the people of the city of Hammond, and all non-resident property owners of the city, who are able to do so, to build dwelling houses throughout the city, upon all available lots. Your committee is informed that the several building and loan associations of the city will aid in this building campaign by loaning any responsible party, who wishes to build, at least 60 per cent of the value of the lot and dwelling pro-

posed to be built. Also that the several banks and trust companies of the city

are willing to aid the building cam-

paign by making all loans within their

power to do. Your committee believes

houses large enough to eccommodate roomers be urged to use a portion of their dwelling space for accommodating roomers, and that they be requested to furnish information to the secretary of the Chamber of Commerce of the number of people they can accommodate. 4 Your committee further recommends that all real estate firms be urged to double their efforts in the line of building and supplying homes and dwellings for the people, of the city. That insofar as It Is possible for them to do so that they bo urged to secure loans of money from outside sources so as to assist in meeting the needs for the building campaign. That nil insur

ance companies and insurance

be likewise urged to assist In securing loans and money to carry on the building campaign. (5) Your committee further reports that it has had under consideration the question of organizing a corporation specially for the purpose of building homes in the city of Hammond, but so far this committee lias not been able to arrive at any solution of this problem, which it desires to recommend. Further, jmir committee has also under consideration the Question whether it would be advisable in carrying on such a building campaign as is proposed

to pool the interests of those proposing

to build dwelling houses, into one general lot of houses, for the purpose of

set tiring a reduction in price of mater- j

ial and cost of building, but your com-j miitrc has not been.able to arrive st a j solution of this question.
