Daniel Willard. Daniel Willard, chairman of the national council of defense, who since our entry into the war has been active in the very midst of the country's war preparation, declares that if America's whole energies are to be devoted to winning: the war thers must be had the help of every individual. "Whatever any man undertakes," says Willard, "let him ask himself: 'Will this help America "Win the war?' "

She cast aside the ape-old non-resistant, isolation policy of her ancestors. Moreover, although a republic since 1911. and bearing all the trappings and machinery generally approved for the conduct cf a. republican government, China went into the war without a single nod of assent from her national congress. The reason was that there is no parliament today. Its disappearance came about througfi efforts to coerce it in the troublous days when Chang Hsun and h.h rig-tailed soldiers marched on Peking. ' Then came the "restoration" lasting Just one

week, the downfall of Chang Hsun and democracy again. Why did China decide on war? Because, even disorder and chacs, so frequent In China have not destroyed the Cin3nan'3 astuteness. If Premier Tuan-chl, -who has favored war since the break with Germany, and Feng Kuochang, the real president, have really decided to act together and support each other, China and war should get along very well. Tuan. the man who vanquished Chang Hsun and his imperial dreams, began shortly after his return to office to prepare his war plans. These included the formation of a national council, which will be the only form of popular representation to have a hand in China's war activities. Some officials proposed to

await the convention of the national assembly, submitting the war proposal to this body, but Tuan strongly opposed this, insisting on the necessity for immediate action. The national council, composed of ministers, vice ministers, councilors of the various departments, and two representatives from each province, finds iteelf endowed with the following powers, duties and limitations: It will take the place of the provis
