This legislation will be passed by (he prestnt session of congress It docs away with the old civil war yensmn sstem altogether. It will be administered by the United States treasury department. It provides: For the support of dependents of soldiers and sailors by an allotment from the nun's pay and an allowance from the government. That officers and nun be indemnified against death, total or partial disability. That a government system of rehabilitation and re-oduea-tion of disabled n.en be inaugurated, and: That the jrovernment issue insurance up to J10,'"00 on the life of every soldier or sailor applying tor it and paying the peace time premium thereon This is the first time in history the United States has employed any forehanded method of caring- for its fighting men nbout to go to war. Mrs. Ray was attacked because she cast no vote when the, proposal to locate- a 400-acre park in tin- Little Calumet marsh was made, to offset any move to Ret a larke front park in Gary. To Editor Tun Time.-:: Inasmuch as my claiming trie parliamentary privilege of no: voting at the meeting of the Park Board on Monday last has apparently been misunderstood I should like to make the following statement. In the first place the meeting on Monday night was the first meeting of the Board I had ever attended. In the second place the proposition upon which I declined to vote was not one involving whether or net Gary ; hould have a great park on the south side. The proposition upon winch I declined to vote was a recomnn ndation to the Common Council for the purchase of a specific tract of land for park purposes; that was the question before the Board anil net the merits or demerits of a south side park. James A. Pearbeyne, formerly of Gary, has been ordered to report to the next Offi- era' Reserve training camp at Indianapolis, by command t-t Major General Glenn. Mr. Pearbeyne served at the last camp, aiding the company ' instructor. He served five years in the regular army, as a coast artillery sergeant. Mr. Pearbeyne has a college education and is well qualified for shoulder straps. His commission is expected soon. The prospective office w as formerly, a member of the Gary police department.
