INDIANAPOLIS, July 30. The start of the final' chapter In the Indianapolis election conspiracy cases was being written in federal court here today when Mayor Joseph E. Bell, alleged head of the conspiracy, and 45 others' Including many prominent in local politics, appeared for arraignment. They were indicted by the special United States grand Jury on July 19 for alleged conspiracy to corrupt the 1914 elections. Simultaneously with the appearance of the mayor and his associates, Samuel Perrott, former police chief of Indianapolis, and four other former city officials, were taken before L'nited States District Judge Geiger of Milwaukee, to be sentenced. They were recently tried and convicted on the election corruption charges. Since his indictment. Mayor Bell has been at liberty under $10.00' bail.
