And any man who has enough brains to subdue politics and master politicians in the most political part of political Indiana, where they eat. drink and breathe politics, will be able to hold his own in New York even though he is from the "back woods." This Wirt seems to have done in the i&me masterful fashion that he has completely dominated the situation at Gary, making in the long -run little politicians and "Big Business" not only adopt but like his methods. If Wirt is not a shrewd, master politician himself, wearing no insignia of that profession, he at least understands the game and knows how to circumvent any moves that the brains of other smart politicians may devise-

Some of the employes of the sheet and tin plate companies have -an agreement with their concerns that provide their wages go up as the selling price of the stuff they produce soars- There is a basic scale, and wages are now 53 to 73 per cent above that Bcale for certain groups of sheet and tin plate company employes at Gary. Their last raise was adjusted a few days ago. . If all workmen were paid on this basis in proportion to selling price, and, of course, profits, their lot would be much better. NEW YORK'S CITY CAMPAIGN AND GARY. Gotham's forthcoming city campaign will be of much interest to GaryThe assurance that Mayor Mitchel will be renominated by the fusionists means that if he is elected the Wirt school plan will continue to develop in New York. But whether or not Mr. Mitchel' is. elected, it can be safely calculated that the Gary school plan will he one of the issues of the campaignDespite the wide host of adherents it has won, despite the support of the Mitchel administration as well as appropriations running into the millions! there has been a constant attack on the Hoosier schoolmaster. The Bourbon element in New York educational forces, politicians and other groups, including newspapers, do not take kindly to the system where two schoolhouses in a small Indiana town are the pattern by which. New York's whole educational system, three hundred years old, is being recast. They view with suspicion the probes the Rockefeller Foundation is making into the system at Gary and its effect in their own metropolis, something that institution is doing with a view of giving the country light on.Mr. Wirt's is arrayed against the Gary school system being set down in New York, and that the educational feature has already loomed up in the campaign may be seen in the subjoined paragraphs from a speech of Robert F. Wagner, Democratic leader in the New York Senate, who made the keynote address at the opening of Tammany's campaign against Mayor Mitchel. Said Mr. Wagnr: Large corporations, special interests and charitable foundations controlled by the Rockefellers, Wagner charged, inspire the policies of the Mitchel administration and have "established a rule of bureaucracy the rule of a group of selfish men, the rule of the influential and privilege-seeking rich. In dominating the city's school systemWagner asserted, the Rockefeller foundation "aims to stifle the minds of our children and to deny to the poor the opportunities of higher education. ' "The Rockefeller Educational Board," said Wagner, "formulated the pedagogical principle that the children of the poor 'should be educated to be trained artisans or skilled laborers. For them the field of professional endeavor should be closed- For them the higher arts, the literary pursuits and the other departments of culture and refinement should be barred," Millions of dollars, added Wagner, had been spent by the city to alter schools for vocational training, thus sacrificing good, oldfashioned education to the idiosyncraisies of the Rockefeller board. "Does the Mayor not know," asked Wagner, "that the roots of democracy are in the education of the masses and that the enemies of democracy are striking at its roots?" . TESTES BUBEATJ AT STATE CAPITAL. INDIANAPOLIS. July 10. That enemy influences are at work to prevent coal' production in Indiana was' the direct statement made by the state council of defense In an appeal issued to he coal operators and miners of the state at the conclusion of the meeting of the council yesterday afternoon. This statement caused a big stir. That it is believed to have a sound foundation is shown by the .fact that the formal appeal to the operators and miners was signed by Charles W. Fairbanks, former vice president; Charles Fox,
president or the State Federation of
Labor, and Evans Woollen, president of one of the largest trust companies in Indianapolis. The statement did not go into particulars as to just what was meant by "enemy influences," by the statement says the council has dependable information that It is a fact. The appeal, adopted at a secret session of the state council of defense, and was given out afterward as follows: "To the Producers of Coal: "You are just as important in this war as the producers of shells or the producers of food. The war cannot be won without you.

Reasonable Rates Only
The electric light companies of Indiana are asking only reasonable rates for their services under conditions they cannot control and which are not of their own making. - The state fixed the prices for their product They are compelled to sell at that price. They are prepared to show the Public Service Commission that the price is unreasonably low. The utilities do not know how long thi3 era of high prices will last. They areiasking relief during the period of high prices only. When the prices of the things necessary to produce electricity are reduced the state has the right to reduce the rates. , When the prices increase the state should exercise the same right to ' increase the rates. A sliding, scale that will adjust itself to either condition is the petition of the utilities. They do not want exorbitant rates nor can they afford to have rates that are too low to sustain them. The .utilities are asking fair play of the citizens of Indiana whom they serve. The utilities are an Important part of the resources of the state. They help make the Community in which they exist. They cannot prosper unless the community prospers, and the community can grow no faster than its utilities.

"Will you not let us call your attention to certain factsj "The consumption of coal is vastly increased on account of the war. We speak soberly and not as alarmists when we say there is substantial chance of a
coal shortage. Indeed, we are afraid of such a shortage next winter that great bodies of our people will suffer grievously and the conduct of the war will be impaired. "The next few weeks are precious. While the railroads are able to five service they will be unable to give later, jind while the weather favors production and tdansportation we should mine every last tons that can be possibly be mined. "We have dependable information that enemy influence is at work to curtail the mining of coal in Indiana and we call upon you, operators and miners, as patriots to combat that influence and to permit no differences to lessen the supply of what is essential to our common defense." There are a number of local strikes on at Indiana coal mines, but whether the council had these in mind when it gave out its statement is not known.
