been more trouble about It than in any otherplace, are not going to be permitted to have any disorderly riots over the negro colinizatlon question . The United States government has taken a hand In the situation, and It Is a firm hand. Adjutant General H. B. Smith of In dianapolis, arrived In the Calumet re gion this morning on an investigating tour. Adjutant General Smith with the arm of the federal government behind him following up a report made to the governor by East Chicago men yesterday got busy forthwith and began his secret Investigations In Hammond, where he found the negro situation calm, and the city authorities disposed to look the situation squarely in the face. He left at noon with his entourage for East Chicago where, as stated in The Times yesterday, there has been bad blood between the negroes and foreign element because of the colonization question. The result of his investigation will be made known to the higher authorities forthwith. 1 . Adjutant General Smith said: "We propose to nip all trouble in the bud and deal with the situation as it develops " witha firm hand. Indiana is not going to be disgraced by any East St. Louis horrors. We do not propose to stand for any trouble between any racial elements and the X. S. will act promptly if our authorities do not get busy and settle all racial differences and dis- " turbances. The way to stop them Is not to let them happen." SOLDIERS IN AUTO CRASIUWO HURT Accident Happens Between Hobart and Valparaiso Wednesday.

(Special to Thb Times.) HOBART, IND., July 20. Two members of the regular army, hailing from Indianapolis, are today in the Christian hospital at Valparaiso, suffering "from wounds received in an automobile accident last evening, when their car was run into by a Chicago car. . The two men. Corporal G. Warren, and Geo. Wiltshire, were enroute to Chicago to visit Mr. T. F. Warren, of 390 N. Hamlin avenue. They were driving on the Chicago road about 6 miles north of Valparaiso, when another car was met, and it carried blinding headlights. The two machines crashed together, and the car in which the soldiers were riding was wrecked. Wiltshire suffered internal injuries, and a cut about the head. Warren suffered injuries to the ligaments of his leg. and both will be laid up in the hospital for some litle time. The car which ran into the soldiers did not stop, but continued on rapid The boys do not know the owner of the car. as they failed to get his number. They were brought to Valparaiso in an ambulance, and placed in the hospital. CROWN POINT MAN ON FORESTING TRIP C. D. Root of State . Body Visits Henryville to Inspect Reservation. TZMXS BUREAU, AT STATE CAPITAL. INDIANAPOLIS,' TNT)., July 20 William A. Guthrie. Indianapolis; Richard Lieber. Indianapolis: Clayton B. Root, Crown Point; Professor Stanley Coulter, Lafayette, and Morton V. Wilson. Anderson, membersof the state board of forestry, and Charles C. Deam. state forester. Will visit the state forest reservation at Henryville Friday and Saturday. The party will leave early tomorrow morning. Te purpose of the trip is to inspect the tracts in the reservation, which comprises about 2,500 acres. Several years ago the reservation was swept by a forest fire, and a study of the burned area will be made. The results of the study will be used as a basis for suggestions, to be followed in future forest fires in the state. It is the intention of the board, following its trip to the Henryville reservation, to get in touch with the county agents throughout the state and urje a reforesation of denuded lands. After completing its inspection of the state ground the board may go to Nashville to investigate a wood lot experiment being tried there. At the state line the driver was escorted to 25th street and Michigan avenue. Chicago, by motorcycle police, which cleared the streets for him. He average 68 miles an hour going through the parks and streets in Chicago, said Captain Hanlon. The car left Pittsburgh yesterday mornig at three a. m. and arrived in Chicago at 4:53 p. m. It stopped but once for tire trouble and for dinner. The time made by the driver is considered remarkable by auto experts. GERMAN RAIDER CAPTAIN MANN ACT VIOLATOR PHILADELPHIA, July 20. Captain Max V. Thierichens, former commander of the seized German sea raider Prlnz Eitel Frfedrich, stood mute in the federal court here yesterday when called upon to plead to indictments charging him with smuggling and violating the Mann act. U. S. Believes Action on Naval Bases of Kaiser Is Imperative and Advises Immediate Action. (By United Press.) WASHINGTON. July 20. A big offensive against Germany's naval bases was today urged jointly by army and navy authorities. They advised sending a land force to back the air and naval expedition inasmuch as military history prove land forces must co-operate. "We might as well have peace now if we do not make this gamble," said one official. "A deadlock is the only prospect in the east and west in this effort to curb the submarine and turn the German flank of unattempted. All quarter agreed that the submarine tonnage toll is distressingly large and the situation serious. When asked point blank whether it would not be better to take a chance with the British and American navies against the bases than to continue pour ing men into a trench deadlock. Secretary Daniels refused to answer. It was admitted that this idea of an offensive is now mere child's play. Germany's land defensive are powerful, naval vessels hammering at such protections would be up against another Gallipoli unles.3 land forces aided, said army men. One of the highest naval officials said frankly: - 'If Germany's submarine toll keeps up and we merely use defensive means against the U-boats then we are beaten. The peace she desires to conclude is that of a victor and it is the allies who must hereafter make overtures to end the war. , This was the challenge flung fo the world by Chancellor Michaelis. Germany's new premier in his maiden speech in that capacity yesterday in the Reichstag. K "It our enemies abandon their lust of conquest and their aims of subjugation and wish to negotiate we will listen honestly and be ready for peace to listen to what they may have to say." the chancellor said. "What we wish is to conclude a peace such as those would conclude who have successfully acomplished their purpose." "We are not concerned seriously in America's intervention in France." the chancellor continued. "England is scarcely, able to feed and supply her own army without Influencing the military and economic situation. "Still more .considering our previous sucesses we will be able to master the new situation through our fleet, particularly our submarines. "Therefore we look forward to the further development of military events with a security." HERE'S WHERE THE BOYS GO (By United Press.) INDIANAPOLIS. July 20. Here's the dope on Hattiesburg, Miss., where Indiana troops start training next month for their finish fight with the Boches: The town has a population of about 12,000 and is locatted in the southern part of Mississippi, about sixty miles rrth- of, the Gulf of Mexico. Gulfport. Miss., is the nearest gulf town of importance. Hattiesburg Is "dry" along with the rest of Mississippi. The town is in the heart of the pine tree distrfct and turpentine camps. Regarding climatic conditions, government records show an average temperaaure eight to ten degrees higher than central Indiana during the summer season. Temperatures ranging from 90 to 95 degrees continue for about sixty-five days during the summer months. In winter. Hattiesburg temperatures average at least twenty degrees higher than those of indiana. The winters are usually short and mild, with the rainy season occurring during January and February. Although precipitation is heavier in nearly every month than in Indiana, the number of cloudy and rainy days Is considerable smaller. To Arms Your Country Calls.

Repulse of German gas attack southeast of Arras. American boys of draft age may as well become familiar now with what they will have to contend with when they reach the firing line next spring. This reproduction of a painting by an eye-witness shows the repulse recently of a German gas attack southeast of Arras. Bayonets were freely used, and everyone who took part in the engagement had to wear a gas-mask. The Germans finally retired, leaving many dead on the bloody field.

BIG TOURING CAR , IS DESTROYED (Special to The Times.) SCHERERVILLE. IND., July 20. On the west side of the ditch west of town the remnants of a fine new Overland car lie buried and smoulcring. The car was ditched on Wednesday and the owner could not get it out so he came back yesterday mornirg and found that during the night crossed wires or an incendiary had burned the machine with the exception of the chasia and it was ruined. LIBERTY BOND EXPLANATION WASHINGTON. July 20. To correct an apparent misunderstanding among holders of interim Liberty loan certificates. Secretary McAdoo has issued a statement pointing out that there is .no charge for the exchange of certificates of different denominations and that the certificates will count for their full face value when turned in. no matter on how large a bond they apply. ley G Change In Drawing Method Is Made Through New Jersey's Blunder at Last Hour. (By WEBB MXLXiEB, Boom 22S Senate Bid?., Washington.) America today drafted her youth for war against kaiserism. Starting at 9:30 o'clock numbers which draft into a national number tne pick: 01 America's youth were drawn. Ten thousand 500 numbers will be drawn and will be night before the last pellet has been called. The first 1,500 numbers drawn officials said ought to indicate a good proportion of the order in which the drafted men will be called up for examination in the smaller districts. This methodj was necessitated by a change in plans late yesterday after several state boards were found to have blundered in preparing their lists. The drawing was witnessed by a handfull of dignitaries Secretary of War Baker, General Crowder, several congressmen and senators, movie men and newspaper men.
