(By United Fresa.) .WASHINGTON. June 5. "The nation was kept vinited for the grat world purpose It was meant to serve," President Wilson told the United Confederate Veterans at their convention today. Rebel yells greeted the declaration. "Love of selfgovernment and liberty by the north and south was the motive of the Civil war." the president said. Thia country mut now make self-goveernment and liberty safe for mankind." The significance of registration day was brought home when the president emphasized that the beauty to serve and foe privelege to serve falls on all alike. HITS NEST OF SUBS, SINKS ONE; NURSESJ3EE FIGHT (By United Press Cablegram.) LONDON. June 5. The American armed merchantman Mongolia put Into a Rritish port today, bringing as dramatic a tale of a brush with submarines as has been told in Germany's submarine warfare, with her crew confidently expressing the belief they had sunk one of the enemy's submersibles. The Mongolia ran into a "nest" of submarines and had her first glimpse at a periscope when 225 miles from her port of destination. This was on Friday. June 1. One "eye" of a submarine was sighted one hundred yards distant and immediately the American

naval gun was trained on it. Almost

10,250,000 IS ESTIMATE OF DAY'S REGISTRATION By I nlted Pt. WASHINGTON. June 5. Young America was at the polls today casting its vote for world democracy by registering for selective service. Reports to the United Press from all parts of the country indicated heavy registration up to early afternoon. Comparatively little trouble was reported. The first arrest of which the department of justice was notified was that of a man In Providence. R. I. He ivai charged with obstructing registra

tion. Later two white men were arrested in Chicago on the same charge and ten negroes accused of fleeing- from the south to evade registration. Two men were arrested in Milwaukee charged with circulating anti-registration matter. The weather was generally fair over the entire country with the exception of the middle west, where some cities reported a drizzling Vain. By n!ght it Is expected that over 10,250,000 Americans, between 21 and 31, will be enrolled.

The returns of the assess! valuations of Industrial plants and corporations In East Chicago, according- to a committee (hat has been giving: the figure close ntudy for the last few days, is one of the most consistent and incongruous pieces of work that one could possibly Imagine. "Here, look at this," said Mr. Van Home, treasurer of the Board of Education. "Here the Consolidated Fireworks company, a small concern trying to get established, is assessed on its real estate $2,250 an acre, when its actual value is probably not over $1,000. And here's the Inland Steel asssesed but $1,000 tin acre on land that is held to be worth $15,000 an acre. Isn't that some system? "Here's the Harbison Walker assessed $1,000 an acre while the acreage of the O. F. Jordan company adjoining the brick yard tract is assessed but $500 an acre. Why should one be twice the other, tell rne that! "The assessment against the American Steel Foundries shows no increase

tn improvements, yet on August, 10. 1916, they took out a building permit for $22,000 for steel construction build

ing!

"Grasselll Chemical company shows

no increase in improvements, yet during the year 191S they took out permits

for buildings whose estimated cost

was $57,900.

"The Hubard Steel Foundries shows

no increase in improvements, yet in 1916 they took out permits for $30,00'J

for new buildings.

"The Standard Forging company

shows an Increase of $5, 00 in im

provements, yet since October 25, 1915

they have taken out permits for $110,-

000 additional improvements. "The Inland Steel company shows a total valuation of a little over k million and a half, yet it is current talk that it i at least a $30,000,000 corporation. Improvements show an increase of $235,000, yet reports at various times

have credited them with an expenditure of fully $10,000,000. "The Grasselli Chemical company
