ARE NOT WASTERS
INXIANAFOLJ3. Ind.. May IS. At the meeting of the state council of defense at the etatehouse Thurslay miternoon. plans were completed for the organization of a council of defense in each county of the state. The Judge of each Judicial circuit will receive power to appoint the members of the councils. A special committee composed of Isa&o r. Strauss of Ligonier. "William J. Freeman of Terre Haute, and A. E. Reynolds of Crawfordsvllla reported the following plan of organization.
which was adopted: "That the state council of defense vert in the Judge of the county circuit court authority and request him to appoint purely non-political county council of defense in each county in his circuit, which council shall xooperate in connection with and under the advice of the state council of defense. a':l members of said county . . . n 'mi co t n ten", aithnllt

The said county council shall consist of seven members, one of which shall be a woman and ore a representative of labor, all of which seven members shall be unquestionably patriotic and in sympathy with the purposes of the national and state counci.s of defense. In the County Sent. "The headquarters of offices shall be located in the county seat, a room or

Meetings ehaU be held at least once a month and as often in the interim as the council may determine or whenever the chairman may issue a call; the date and hour for. the regular meetr ins fhall b cetermined by the said county defense council. The said 'council shall effect its own organization. "Reports of the activities of the County Pefense Council shall be forwarded to the secretary of the State Council of Defense at Tndianapolis, fallowing each meeting. Any number shall constitute a quorum. The county circuit Judge shall have full authority And power to fill acancies or to remove from the said council aiy member that he may deem unsuitable for any cause." The more general use of oleomargarine to break down butter prices has caused more butter to be be placed in storage, yet butter prices will continue high. Stocks of wheat and corn are practically exhausted. There are practically no vegetable stocks in the state. "It cannot be too strongly asserted that our middlemen are not wasters," said Mr. Barnard. "Scores of reports have come to my office to the effect that commission men were allowing stocks of potatoes, apples and oranges to rot and waste in order that they might create scarcity and force higher prices. We found these reports to be without foundation." Mr. Barnard ripped straight up the
back those persons who havj stocked their pantries and cellars with surplus j foodstuffs because they were scared by the prospect of a shortage. This speculative buying, he said, has helped to run prices up. Much of this food will spoil before it can be used. He said surplus fruits and vegetables should 'be canned or dried. The people should eat more fruit. He niaie these recommendations: "All efforts toward the conservation of food should. It is evident, be directed first to the saving of crops grown on the farm. Wastage n the orchard, in the com field, in the vegetable gardn can be and must be prevented. "No food should be sent to market unless properly packed and in good condition. This will prevent a great wastage at distribution points. "Tealers must not overstock. Tt Is a crime to allow -fruit and vegetables
to rot and bread to become stale in the grocery stores. "The housewife must buy wisely, prepare carefully and serve economically the food necessary .to maintain her family in health. ."With all of these agencies working to the same end, not only will Indiana feed her people, but she will havfc- a large surplus for the other peoples who are dependent on ur granaries to supply them with food."

CASES THROWN OUT
CINCINNATI. May 26. United States restrict Judge Hollister today sustained the. demurrers to the- indictments which charged ninety-nine men v;th having violated the election laws here at the election last November. This action serves to throw the cases out of court without trial. Judge Hollister sustained the demurrers to the indictment on the ground that the Federal court lacked jurisdiction. The court declared that the charges made in the indictments had been committed by the congress to the state for investigation.
INDIANAPOLIS, Ind.. May 2fi. The election fraud indictments at Cincinnati involved only the question of votebuying, and while similar to the Indiana cases against Evansville and Frankfort politicians, are unlike the pending Indianapolis and Gary cases, in that violence and Intimidation, in addition t. other charges of fraud, are the basis of these cases.
