THE PUBLIC MUST PAY. The railroad managers yielded to the demands of the brotherhoods because the international situation called for a sacrifice by some body. We are to have no strike now because the railroad managers showed a finer spirit than the brotherhoods did. How soon another threat, of a strike will be advanced no man can fell. Put. this much is certain: The matin ers cannot always yield, the railroads cannot always make the sacrifice. Some day the brotherhoods will have to make concessions.
