the other hand, real patriotism prevails, and personal advancement or party ambitions are consistently subordinated to national interests, then Congress may be a source of strength and confidence. The cnll for patriotic service and sacrifice should be forthcoming as readily within the walls of Congress as without, and our government should receive steadfast support from both branches of the legislature in its foreign relations. This Is a time for sober thinking and sober speakinjr; political pyrotechnics are not wanted. The stc k market is operating: under a maze of conflicting- conditions. The possibilities of war with Germany have seemingly been discounted. There are few stock for sale in any direction, although some temporary liqu tion was induced in the railroad shares by the prospect of a strike nnd renewed foreign selling. Outside of the strike situation, however, the condition of the railroad is favorable. The Russian revolution was also regarded as a favorable development. A decision "U the constitutionality of the Adamson law is shortly expected. It is evidently a forlorn hope and represents a linal desperate effort, through the threat of sinking ships carrying human beings without any provision made to save them. It is suggestive that the end of th; war Is near. No Republican government on our South American continent will be false and depraved enough to place Itself In a position to wage war against the United States under such present conditions, so we have nothing to fear from that riuarter.
