Crisis in Situation is Rapidly Drawing Near. Washington Is Astounds

ernment 'Brill not permit American Ambassador Gerard, officials of the American embassy, American newspaper correspondents or other American citizens to leave Germany until it receives information that safe conduct has been granted Von Bernstorff. Passports to Americans also are contingent upon Berlin ascertaining- Washington's attitude toward German citizens in America. Most of the American newspaper correspondents here desire to leavs with Gerard but a list submitted to the foreig'n office has not yet been approved despite the fact that other correspondents have officially been granted permission to remain. Gerard announced he would not leave unless the correspondents and other correspondents couid leave also. Berlin continues quiet. There are no demonstrations. Insufficient funds with which to pay passaaps home or to neutral nations has added to the burdens of Geranl and his staff. Every effort is being- made to extend relief to stranded Americans.
