Movement Starts in House to Refuse to Concur in the Senatorial Amendments to Prohibition Bill and May it Up. INDIANAPOLIS, IND., Feb. 6. Somebody appears to be playing politics with the prohibtion bill which has passed both branches of the legislature. A movement has started in the house, and it has gained considerable headway, to have the house refuse to concur in the amendments that were put in the bill by the senate. Judging from reports the bill is not yet "out of the woods."- The chief interest was in the senate amendment to the bill which changed the time the bill shall take effect from January 1, 191S to April 2. 1918. There was said to b n considerable sentiment among men f both parties to -h- effect thH.t the restoration of th" late to January 1, RH would not bo out ,.f the way. Hut the question was whether any effort of consequence could be made in this direction without throwing the bill open to consideration on other proposed changes and possibly t.ving it up in h confer one.' committee. It was reported that the liquor forces bad started an insidious campaign to induce the. members of the house to refuse to concur in the senate amendments to the bill. The effort had not been confined to an attempt, to influence, either one. of the two parties in the house, but it appeared to be an effort to stir up opposition among members i f both parties. And the same was true i f the senate, where it would be necessary for the liquor people to line up the votes of republicans and democrats alike for any proposal thai might hung tip the bill in a conference committee or anvwhere . !se. The fact that the bill v. as passed by the senate with a nonpartisan vet.. IK-mocrats and Republicans both M-.pporting- it. would make it necessary for the liquour forces to seek support from both parties in any attempt to prevent the tinal taking effect of 'he prohibition bill. Whether they would vote that way when it carne to a question of concur rence in the striate amendments, however, was not clear. It was said that the Republican members of the house did not discuss the prohibition bill amendments at their caucus, held after the senate had amended and passed the bill. Hut one peculiar situation of the feature of the situation was that the Republican members had pretty generally arrived at the same conclusion in regard to this particular amendment. It is in this connection that the bi-partisan action of the f-enate would be brought into play, if at all. If the liquor people were to succeed in Iming up a sufficient number of republican and democratic members of the senate to prevent concurrence in the report of the conference committee, the prohibition bill would be "bung up" indefinitely, and it might remain In that J position to ihe end of the session. This liquor people could not hope to bring about a situation of this kind in the jscnate through one political party, be cause the membership ct I ho senate is twenty-live democrats and twenty-four Republicans, with one vacancy.
