hy law of what a man shall drink is the one function of government which subordinates all else, while another hill, orsinally passed by the house last summer, and with material amendments just reported favorably to the senate, is now on the calendar of that body. ' The latter measure is known as the Owens corrupt practices act, and in addition to prescribing the exact amounts which political parties and' candidates for office may spend and how they may spend it, it proposes to establish a federal control of the press unheard of in any but autocracies which suffer the existence of the press only as their tool and not as the mouthPiece of popular expression. Xote these astonishing provisions in the Owenhill: "During any campaign no newspaper or other periodical shall j.uhlish any letter or communication on any political subject, composed i,v any person not an officer, editor or employe of such newspaper or other periodical, unless the real name of The author thereof be appended thereto and nnhiuhod -;,i,

uarding the violation of the law, or of legal proceedings on account of such violations. any person to "withdraw or threaten to withdraw his patronage r advertising" from a publication "for the purpose of influencing its attitude on political questions," the penalty for the violation of any of these provisions being a fine of not more than $10,000 and imprisonment not more ihan two years. It would be unbelieveable that such a proposal to throole the press could he seriously made In congress if congress had not already proved that in the matter or our old-time respect for personal liberty it knows no longer the old moorings to which from the foundation of our institutions we have so tenaciously held. There is no objection to making it unlawful f0 publish an advertisement except, as an advertisment the better class of publications follow that rule now but to make It a crime for a published to exercise any 'discriminative control over his advertising columns; for editors to edit without taking their orders from Washington: for a subscriber to stop his paper on tho ground that he does not like its. political policy; for a candidate or a party to spend more than a perscribed amount, in giving publicity to the claims on which the support of the voters is sought, is a preposterous, an outrageous proposition which could emanate only from minds diseased with the halluciation that those who happen, for the time, to constitute the governmon are everything and the individual is nothing.

BACK TO THE LAND. Let it be repated again, if any city folks are convinced that the fanner is making too large a profit, there is nothing whatever to prevent a lew thousand of them from going ' back to the land." If the ronipainant has not the money to buy an improved farm, let him take a homestead on 1'ncle Ham's vacant areas. If he has not. the money necessary to do this, let him become a tenant. If even this does not seem practicable let him go into The country as a farm hand. If this does not appeal to him, let him quit complaining of the profits the farmer is making.
