The lllinosi boxing: bill was introduced in the house yesterday by Representative Jacob W. Epstein of Chicago and was referred to the committee on license nnd miscellany, of which Representative Ernil Festerling- of Rockford is to be the chairman. There is a well defined feelnig that there is Letter than an even chance that the bill, possibly amended in some features, will be passed by the house. Its fate in the senate is much more doubtful. The committee of the senate that wi!l tonsider it, the committee on license, is headed by Senator Wood of Jefferson county. The bill, as introduced, is considerably different from that which went todefeat in 1915. Safeguards and protective provisions have been inserted, it is claimed, that will obviate to grreat iegree objections that were raised in she battle of two years ago. The Epstein bill provides for the creation of a utate athletic commission o three members, at salaries of $3,G0) t-aeh. with a secretary at 52,400. Licenses may be issued by the commission to duly incorporated clubs for the purpose of staging "athletic boxing, and sparring matches." Xo license shall be issued to a club unless it shall have wned or held a lease on a building or "hed in which it is proposed to have an exhibition for six months consecutively prior to the date of the license. A permanently established club having a club house may use a lieatre or hall for an exhibition, but an outdoor exhibition is prohibited. Scale of Licenses. The license fee is $25 for a club in a city or village of less than 5,0'M), $."0 for cities of less than 50.000. $100 for cities of less than 100.000. and .$200 for cities of $200,000 or more.
