The spirit of relief from taxation here is shown in the desire to amalcan:ate Hammond. Whiting and East Chicago Indiana Harbor into one city. Physically they are one community separated only by imaginary political boundaries, and their official corporate distinction is highly apparent from the tsx rate. Where one mayor, one judge, one works board, one police chief, etc., ould serve there are three: and then consider ail the other expense of adminis: ration, not to count, the cost atd upkeep of public huildings. Whiting very shortly is to build a city hall; Hammond must soon follow puir imposing more burdens on two or ihree communities whose business centers are but a few miles apart. . The path for economy is a wide one. but it doesn't seem to be a popular route. In this region of great industries no business corporation would get any where if it allowed the obsolete methods of conducting public affairs. Bankruptcy would soon follow fo rit could not press on stockholders as a public government does to its supporters. Besides elimination and consolidation of many offices there is a vast field for economy in public construction, particularly in county road building, routing out the terrific slag price wall. A fight on slag activities and for paving economy is one that should enlist not only the united efforts of small taxpayers, but every corporation in the county as well. The irritation against high taxes will continue to grow. "When the revolt crysiaJizes into a determined move to improve conditions, the battle will not be won if it is an attack on individuals; it will have to be a revolution in the present system of doing business, an adoption fo modern methods, a recognition that public business will have to bow to the same economies as private business. Xo matter how efficient our public servants are they can make but little headway under an absolete rule of doing business. On the whole the men are good; but the methods they have to follow are not.

A STATE CONSTABULARY. Another argument for state constabulary is seen in the mob's work at Murray, Ky., where it tried to do some lynching. The governor rushed to the town, but he could bring no state troops as practically all the Kentucky national guardsmen are on the border. This 1s a condition which recently could have existed in Indiana, in many other states; it could exist now in several states: because there are no state forces at hand to quell disorders. The Kentucky incident suggests the need of a state constabulary in Indiana, modeled after Pennsylvania's famous corps. By having it the burden of doing strike duty is removed from the national guard a condition that lias hindered its development in the past and which will seriously affect it in the future a mobile force is always available to cope with emergencies like the Murray case or with floods, disasters and disorders in isolated places. Indiana legislators have been asked to create a state police consisting of a superintendent and ten men, but it is more than likely that at least a larger company would be needed. It could be divided into two platoon, one for the northern, the other for the southern end of the state.
