THE STEEL PLANTS OF ENGLAND. Either American steel plants are not so efficient or else they seek too great a margin of profit. When the United States navy asked for bids on 14 and 10-ineh projectiles. Hadfiekls and Sons company of England bid for the latter, each, promis ing delivery in 16 months. The Hethlehem Steel corporation bid $773 and promised delivery in three years time. From the Midvale Steel corporation there came a bid of ?9oii and delivery in two years. If is significant that an English plant now finds that it has time to make munitions for America. It it also significant that with all our boasted organization, efficiency, and highly developed plants for producing war materials that the English can come in and underbid us. Let no one imagine that the war has not sided ihc English steel industry. Not only in the Midlands, but throughout the length and breadth of the isle there have been built new blast furnaces, steel works, rolling mills and machine shops. Production of munitions has been subordinated to a central management, the acme of efficiency has been obtained and wages have been far from law. In England they have not been at all at a mark what protective tariff advocates woulc call "pauper labor." On the contrary there is a high rate of pay just now in England. If America's steel industries are paying good wages In many instances an increase of 15 per cent for skilled labor and an increase of 2." per cent for common laborers it should also be remembered that manufacturers have advanced the price of many commodities .100 per cent, of others as much as100 and 200 per cent. Those opposed to an after-war protective tariff for American steel industries on the grounds of foreign competition may use as an argument that profits are too large.

BIRTH CONTROL. Some time ago there was a woman's meeting in Chicago, when the subject of birth control was discussed and favored. Now comes a Milwaukee paper and scores those women unmercifully. Here is the way the telegraphic report refers to the article: Pointing out that the Chicago Woman's Club ignored the condition that the quality of the American citizenship of the next generation is not being maintained in the homes of the wealthy, the Milwaukee Free Press editorially excoriates the Chicago women for their meddling in matters of sex, and advises them in a long editorial leader 10 devote their attention to ihe sterile homes, that the families of wealth may attend to their true duties of reproduction. We think the women would better not make a public discussion of this issue. It is more of a religious than social question anyhow. When we get more of the true spirit of religion into domestic life this problem will solve itself. Ohio State Journal.
