there was an average attendance much below that number and that several of the board had not been present at a single meeting since the reorganization of the Chamber last September. In order to take care of this situation and provide for a continuous live membership on the Iward. the folowing resolution was presented and regularly carried:

"Resolved that at the next, regular meeting of the Chamber of Commerce the folowing amendment be added to the constitution and by-laws, and that it Ve known as Section 4 under Article 3. consult with anyone about them. However, on one occasion, the senate took this Job out of his hands and created a committee on committees. which made all committee asignments without the help of the lieutenant governor. That was at the 1909 session.

when the senate was tonironru i.j Republicans, who had a majority, and Frank J. Hall, of Rushville. lieutenant governor, was a Democrat. Hall would have, given the Democrats a majority of the members of the committees and he Republicans could not see it that way. . So they took the naming of committees out f hi hand:. A hot. fight is on for some of the Important chairmanships ill the house. This is especially true with reference to the committee on roads and the committee on public morals. Prohibition bills will be referred to the committee on publis morals, and the wets and the drys are pulling hard to 'land one of their own number ns chairman of that committee. Indications are, however, that th? chairman will be a dry.

There is a conflict between two eie-j

ments for the chairmanship 01 trie committee on roads. One faction, headed by Representative Luke W. j Puffey, of Indianapolis is in favor of a state highway commission that will have exclusive jurisdiction over all road building in the stale. Another faction.- of which Representative

Charles Mendenhail. of Henuricus county, is a leader. ; in favor of a state highway commission. but it wants the commission to have Jurisdiction only over the trunk line roads and main roads, leaving control of all local roads in the hands of the local people. Each faction wants to control the committee on roatls. Indications are that the Mendenhal! faction will win out. The state bureau of legislative information has already prepared mote than 500 bills for introduction In the legislature. They have been prepared for the members, nearly all of whom depend on this bureau to frame tip the bills for them to introduce. A large force 'of expert bill writers has been employed in the bureau in the past two months, and they will be a busy bwnch for the next two months, also. Most of the members of the legislature left for their homes soon after the adjuornment yesterday, but they will be back In time for the session Monday forenoon and the inauguration of James P. Goodrich as Governor.
