A pretty schema of decoration was employed by Mrs. Frank Phillips of Calumet avenue at her Christmas party for the members of the Neighborhood Club yesterday afternoon. Christmas bells and red and green garlands decorated the living room and the luncheon table was attractive with holly and red roses. A two course luncheon was served after an fffternoon devoted, to needlework. The club members also enjoyed a Christmas grab bag. Mrs. Mahlon IJrst furnished the music for the afternoon, singing, 'XJray Days," "If I Know" and "Can't 7ou Hear Me Calling," as opening numbers and two of Shakespeare's beautiful songs, "Hark. Hark, Hark The Lark" and "Who Is Sylvia?" nt the clote tf the program. Mrs. Clark Wagner, -whose literature work Is always done well, talked on that interesting phase of Shakespeare work, the Sonnets, quoting from the more famous, ones. In connection with Mrs. Wagner's talk Mrs. Van Steenberg gave the Sonnet which is acknowledged to be the world's greatest love Sonnet. ' The reading of Mrs. Frank Hosier merits special mention. Mrs. Hosier was pleading in her reading from the Passionate Pilgrim, but it was her splendid rendition of the balcony scene from Romeo and Juliet that brought forth enthusiastic appreciation from her hearers. In a clever contest entitled "A Shapespearean Love Story." considerable lack of Shapespeare's plays was displayed, no one deserving even honorable mention. It may be worthy of note that

I9.Plans by which the present method of Presidential appointment' of postmasters will be abolishsd and appointments made instead under the civil service are under consideration by the post office department. Postmaster General 'Burr l'eson, who is preparing his annual report. Is expected to recommend that congress this winter pass a law to this effect. If adopted the act will take away from members of congress their influence in the selection of postmasters and remove them from politics a subject of patronage the country over. Among many members of congress there is a strong sentiment for the law.

The department, it is said, has been handicapped In some of Its progressive measures because postmasters were chosen for their popularity, rather than for their business ability. The plan proposed would make postmastership a business which a man must qualify before receiving an appointment. It would make possible the promotion of a postmaster from a mall office to a larger one. and instead of installing a postmaster for a four-year term to remain in one place he would be Installed in the office he was best fitted for. If it were found that a postmaster serving In an office with receipts of 110,000 was quadlfied to serve In an office with receipts of $100,000 he would be in line for promotion to such an Office.

By this method, the service,, it Is declared, would be Improved and at the same time would be economized and placed on a business basis. The proposed change would affect 9.192 postmasters, the number now appointed by the president. Of these 567 are first elate. 2,212 second class. 6.413 third class. Kicking the Germans back across their own borders is requiring an enormous amount of boot leather. As England is supplying the greater portion of all the boots worn by the allied soldiers, the shoe factories throughout England are swamped with work today. For the winter, the British government will require 9.000.000 feet of upper leather for Cossack boots and 7.000,000 feerrof leather for the British soldiers footwear.
