GOODRICH DUOCATE ? Much Curiosity Evinced Among Politicians in Indiana As to the Attitude of Governor - Elect Over the Problems of Future. TIMES' BUREAU AT STATE CAPITAL. INDIANAPOLIS. Ind.. Dec. 11. James P. Goodrich, governor-elect, has gone to Oklahoma again, and he will be gone for another week on business. He was In Oklahoma last week, but happened to remember that he had to file a report of his campaign expenses, so he hustled back to Indiana and filed the report, and lit out again for Oklahoma. Goodrich has a big job on his hands Just now. He not only has to lay his plans fjr legislation at the coming session of the legislature, but he must also prepare his inaugural speech and his first message to. the legislature, which will be delivered, probably, on the day following his Inauguration as governor. As yet, no one knows what he. will recommend in his message, but it is quite well settled in the opinion of many that he will insist on the carrying out of all the pledges that were contained in the Republican state platform. In addition he will rrobably recommend other things, but he Is keeping this information to himself. One of the principal Issues raised by Goodrich in the campaign was tax reform. He said in all of his speeches that he was going to try to bring about a complete revision of the tax laws of the state and place them on a more fair and equitable basis. Goodrich made a study of taxation for a year or more before the election, and it is doubtful if there is a man in the state who has a better knowledge of the subject than he has. Whether Goodrich will avor the calling of ay constitutional convention no one seems to know. He ias not announced his stand on that luestlon. But It Is known that he will eek to change the constitution in some vay so as to make possible the new 'eglslation which he stands for. It is mown that Goodrich has asked William C. English, Benator from Marion county, to prepare a resolution for adoption by the legislature for submission to the
poople of the proposition that no Increase In the salary of any state official or employe hall be made to take effect during the term of the occupant of the oflice or position at the time of the adoption of the new plan. English is preparing the resolution. Goodrich advocated this reform iQ his campaign speeches, and he proposes to bring It about by some method. Of course. If a constitutional convention is called, this, as well as other reform propositions could be threshed out there, but because of the uncer tainty as to whether there will be a constitutional convention, Goodrich is not leaving any opportunity slip by to bring It about. Goodrich proposes also to abolish a number of bureaus, departments and jobs in the state if he can bring it about. He is hot on the trail of the state oil inspection bureau, which furnishes jobs for something like fifty party workers. At present they are all Democrats, but if the oil inspection bureau remains in existence It will not be long until Republicans would occupy all of the places. Although Goodrich Is determined to cut out this department and save a lot of money for the state, it is believed that he will meet with considerable opposition on that score, for there are said to be some Republican members of the legislature who will oppose such action. They say that the oil inspection bureau would furnish places for a lot of deserving Republican workers, who cannot be taken care of In any other way. Of course, there is the possibility that the Democrats may vote to abolish this bureau. In fact, there is some talk to the effect that they may do this, on the ground that It would make trouble for the Goodrich administration and the Republican party. The Democrats know they cannot retain the jobs, and they may be willing to vote to abolish them and thus reHv.ee the number of jobs that might be distributed among Republicans. It is the Idea of Goodrich, however, that the interests of the state should be considered above all else, and that a saving of several thousand dollars by the abolition of the oil inspection bureau would be highly justified for that reason. Goodrich said a few days ago that he would, not announce any appointments until after he had taken office, with the exception of his private secretary. It will be necessary for him to select a secretary who can enter the office with him. but he has not given any indication of his choice, if. in fact, he has made one. One of the first appointments he will have to make will be that of adjutant general, and Col. Harry B. Smith, of this city, is mentioned for the place. URGED TO SAVE DUNES FROM. THE SAND HOGS INDIANAPOLIS, Dec. 12. Senators and congressmen of Indiana, the governor and members of the state legislature are urged in a resolution adopted by the members of the Indiana Academy of Science at the closing session of their thirty-second aannual meeting at the Claypool hotel Saturday to lend their support to the movement for making the sand dune region of Lake Michigan a national park. Copies of the resolution urging the necessity of immediate action if the sand dunes, Indiana's greatest contribution to natural history, are preserved will be sent to the members of the state legislature and Indiana's representatives in congress. Mr. P.ennett said that an appropri ate name for the park If established by the national government, would be The Riley National Park of Indiana" in memory of the beloved Hoosier poet. He said the movement to establish a national park inthis region would be carried on through the national congress, and also through the state legislative body. An effort will be made at the coming session of the legislature, he said, to have at least a part of the sand dunes region bought in order to stimulate interest In the movement. Kenosha promoters were not fortunate today in a state boxing- commission hearing. Two clubs made application for the license now vacant in the South Shore city, on which the commission postponed action. John Wagner. C. of Racine and the commission ruled that if Welling meets Mitchell in this state it will be before Wagner1! club.
