Rut If queen, court, army f circles and the nobility, or "ruling classes," of Sweden are pro-German, why did not Sweden long ago Join the war on the side of the Central powers? I asked this question of a number, of men bankers, editors and business men. Summed up, the reply was this; The bulk of the population of Sweden is democratic in the extreme. Tnere is even a fairly strong current In Sweden favoring a republican form of government. ,Once a year, regularly, some one gets up in the legislature and proposes-a republic He is not howled down. He is not hanged es a
traitor. He Is not imprisoned for les majesty. To the contrary, he Is listened to quite as though he were proposing the building of a post office at Haparanda or Increasing the tax on tobacco. A debate follows a warm debate various members of the body of lawmakers stating their views on tne subject. Then conies a vote and the republic Is defeated. This shows the absolute democracy at ttfe bottom of Sweden. The United States, too, have rome influence on the national mind, although the "ruling classes" would scarcely admit It. "Tne population of Sweden outside the big cities." . a ' Swedish editor remarked, "knows more about the United States than : they do about any other country. And most of them know Chicago, Minneapolis, New York and other American cities better than they do Stockholm. The reason for tnifti Is plain. 'Many Swedes have gone to the United States. They have met with success there. They like the country. So they wri?e home glowing accounts of ' the great country, tne cities and towns, and tell the folks at home how this and that is done in the states. All this has a direct influence. It may not be ' pressing (and aggressive, but it is constant. Sweden is ure to become a republic some day. ' Not because it wants to copy any other nation, but because the whole tendency of democracy Is in that direction and Sweden, 'heart and soul, is democratic. I don't

best for this season. The plain waist is well set off with a handsome collar of contrasting goods, dewending to the waist line in back in a point and tassel tipped for noTelry. The sleeTe shows its fulness gathered in at the wrist, where a frill cuff finishes. The two gore skirt is prettily draped with a four gore tunic that is made with a gathered heading and pleated at each side. It is effective with a cord or ribbon lacing at centre back and front, as pictured. Wool embroidery has first place in fashion's favor for trimming such frock, and while separate motifs are employed, the band effect is strongly indorsed.
