The beauty behind the bars in the accompanyins illustration is not looking wistfully out from a dungeon, as might be imagined. This iron fence, or grill, is to be found in the windows of private residences of the better class and takes the place t-f the chaperon. The accompanying photograph was made in the streets of Tanama. In this friendly climate the bars take the place of glass windows. The lace curtains and cushions show that the lady behind the bars is very much at home. The picture was a chance snapshot made by one of the tourists on the West Indian pleasure cruise of the Victoria Luise of the Hamburg-American Line and might have been duplicated scores of, times in a short afternoon's walk. It is common for the ladies of the household to hold impromptu receptions with their friends, the bars, of course, separating th hostess from her callers.

The secretary shows, however, that the new tariff law has Increased materially the Importation of foodstuffs, thus broadening the fooiT supply of the United States, but he does not explain the effect on the American consumer as regards food prices.
