The free wool schedule of the new Democratic tariff bill which. President Wilson signed two months ago, went into effect on Monday, but, contrary to the promises of the free wool advocate, the American manufacturer Is still obliged to pay just as much for Imported low grade wools as In the Republican schedule K days. The only effect of the free wool tariff legislation noticeable thus far la the fact that Uncle Sam is out of pocket the revenues that he previously collected on every pound of wool brought Into the country, and the primary foreign wool markets are benefitting to the extent of his losses. An officer of a big concern in this city, which imports 'large quantities nf wool for the manufacture of carpets and rugs, aaid yesterday: "Whenever we have operated under free trade the price of wool has gone up in the primary markets Of the world. They do not give us the benefit of the free duty. In the case of 'filling wools.' the price is the same. The taking off of the duty in the low grade wools, which come from the Balkan States. Russia an dSiberia, was of not much benefit to the manufacturer. In worsted wools, yarns, as distinguished from wool yarn, the price remains about the eame. with some advantage as the result of the taking off of th duty. These are the wools that so

"Under the old tariff a duty of seven cents a pound was charged for wools costing 12 cents a pound, and a tariff of four cnts ner pound on wools cost ing less than 12 cents a pound. "The price of wool clipped from the black faced sheep of Scotland increased Until it came within the higher duty. The removal of the duty on wool isn't going to make any difference in the price to tis there. The wool clip of the world is not increasing, .and the consumption ia increasing. "What we have known as carpet wool has come from native sheep. But they are learning to breed better sheep and lire getting a fair 'wool. The native wool is decreasing in consequence, but the demand for wool Is Ircreasing. therefore the price keeps up. "China, Japan and other countries are -using great quantities of the class of wools fom which the cheaper car--pets are made, which has much to do with the Increased -demand and the increase in price." CHURCH CENSUS ; IN GARY TONIGHT : There will "be a church census taken in Ambridge and the First Subdivision of Gary tonight. No census will be made in Tolleston, ' Ridge road or the foreign quarter. At Seven o'clock 109 men from the various uptown churches will start to take the census. It is expected that the work wil be completed by 9:30 o'clock. The uptown section is divided Into nine districts,, each under the command of a captain and all under the general command of General Secretary C M. Mayne of the Y. M. C. A. The people of the city are asked to te as courteous as possible to the ce.isus takers and an effort will be made to visit every house. The name, address, religious affiliation, etc., will h taken in each Instance. A census was taken in hote'.s and boarding houses today.
