EF1NITE Hl - POINTS IX CONFERENCE. Engineers and surveyors decided the following points in Saturday's conference on the matter of the state line, its location and relations: 1. Indiana section lines cannot overlap into Illinois s.nd Illinois section lines cannot overlap into Indiana. The state line determines this. Measurements may overlap . but not the lines. 2. Engineer Rosslter's plat showing that the state line is seven feet within Hammond's east curb stands undisputed. He based it upon government surveys from the 151st mile post to the 154th. Will the officials of West Hammond stand with sword and rapier defending a theory and ignoring while the front street of their city and the back street of their neighbor stands narrow and full of sand? AXO OX TUB OTHER HAND Cannot the administration of Ham mond see the necessity of a thorough fare of even width and parallel curbs? Is the agreement entered into by the engineers of both cities of which Mayor Woszczynski says he was not rightly informed, so binding that the heels at Ogden street cannot -b re moved? Just such queries are uppermost In the minds of Hammond and "West Hammond citizens today who see in the improvement of State Line street a bene fit for every property owner of two cities. To condemn the property of those who are said to be situated upon the line would mean years of litigation. Having notoriously, continuously, and uninterruptedly occupied this sevenfoot of alleged Illinois land they would very probably be allowed to remain, If West Hammond sees fit to take I the matter into the United States courts, as it is said property owners have threatened to, it will mean that State Line street will be improved only on one side or not at all. If the I whole street belongs to West Hammond it is her privilege to pave It. TO CALL A MASS MEETIXG. F. M. W.oszezynskI, mayor of West Hammond, stated this morning that State Line street will be stretched out until the cat tail kinks all vanish, and then paved. This is the ultimatum. coming as a climax to the conference of city officials in the Hammond city hall Wednesday afternoon. Will Ham mond agree? Mayor Smalley states that the board of public works is going ahead with the improvement as now planned. Every property owner on the west side of the much discussed street.. will receive a notice from Woszezynskl today announcing a big mass meeting at the city hall for Monday evening. If anything arlsea to prevent this congress it will be held on Wednesday. The date Is tentative. ! DIFFERENCES ARE AIRED. Soon after he was seated in the board chamber Wednesday the mayor of West Hammond made the astound ing discovery that he along with his clerk, I. Mankowskl, represented the Interested property owners of West Hammond who were protesting. This was surprising in view of the fact that W. F. Bridge, the city engineer, P. S. Patterson, special assessment attorney, and others of West Hammond were present. Of course, the mayor argues, they were only supposed to render perior Court, at Hammond, this 19th day of November, 1913. ERNEST L. SHORTRIDGE. Clerk Lake Superior Court. NOTICE TO CONTRACTORS. The officials of Hammond and the attorneys and engineers from Illinois all announced that for the good of the cities State Line street must be paved immediately. Mayor Woszcinyskl agreed with them heartily. But it seemed to him that they were dodging tho issue. "The property owners, who I represent, have protested so severely that I considered it my duty to investigate," he said. "I agreed to something that was not explained to me properly. In agreeming to something I did not understand I did the people an injustice. ft was not my fault though, for I am not expected to be a surveyor. Under those considerations I am at liberty to break the agreement." That is the stand taken by the mayor. "Now It Is directly up to the people owning property along Stats Line street," concluded the mayor this morning. "Our interests are mutual." stated Patterson," We are desirous of get ting the street paved, of removing the wall between the two cities. The history of the affair Is this: West Hammond tried to get State Line and Sibley streets paved at one and the same time. That was stopped by the objection of the street car company holding a franchise on Sibley street. Be fore we began, a conference was held between the mayor, Ray Seeley, RoscOe Woods and myself. ROHDE SPEAKS FOR BOARD. "The county commissioners passed a petition to pave State Line street to a width of fifteen feet," stated John Rohde, president of the Hammond board of works. "South of Ogden street property owners asked for five additional feet. We knew that there as a difference of 17.8 feet In the section lines of Illinois and Indiana. Newell, Ahlborn, Schroeter and myself saw the mayor of "West Hammond and agreed to split the difference which seemed to be the only thing to do. Seeley, Bridge and Lyons agreed to ths. We have set the curb line In good faith, not thinking that we were 'stealing." MAYOR CLAIMS M1SI SDERSTAXDIXO. After Mayor Woszcsynskl had stated that he agreed to something he did not understand when the description of the : curb lines was passed, Attorney Patterson added that the matter resolved to a question of whether the mayor should be bound to a misunderstanding. "If it can be shown that there Is an overlap I will keep my agreement," said the mayor. "There is not an overlap of section lines." stated Engineer Rosslter. "That 1sImpossible.
