Republican national organization virtually assures the calling- of a Republican nationwide convention some time next year. This, it is said, will be the first national convention ever held for any other purpose than to nominate candidates for President and Vice President. The law committee was created when the Republican executive committee met in Washington a few months ago to consider important legal questions in connection with certain reforms In connection with certain, reforms proposed .for the reorganization of the party. ' ' The committee decided today that there is no power In the Republican National Committee to change the basis of representation In the Republican national convention. This question rose in connection with a demand by progressgive Republicans who held a conference In Chicago last June, that the basis of representation be changed to cut down the number of delegates from the Southern States. This problem having been disposed of, the law committee unanimously agreed that then is a. power vested In the Republican National Committee to call a national convention to meet any time between the regular quadrennial Presidential conventions. Convention Next Tear.
This decision, it is generally accepted
among Republicans, will lead to the calling of a national convention maybe early In the spring or summer of next year in time to have its influence felt oa, the Congressional elections next fall for the purpose of taking steps to reorganize and rehabilitate the Republican party. This call probably will provide for delegates to be chosen In the usual way of selecting delegates for the Presidential convention, and this convention Is expected to take up and deal with the question of changing the basis of representation. Th law committee had before It the matter of the form of call to be issued and whether In selecting delegates for this pecia lconvention the district unit should prevail. The States of Iowa, California and North Dakota have Presidential primary laws which require that delegates to a national convention shal lbe elected from the State at large. The law committee Is of the opinion that the time honored practice of recognizing the Congress district as the unit in selecting delegates to a national convention is the most desirable plan, but holdB that there is authority In the National Committee to frame a call so that In such exceptional cases as are presented by three States mentioned delegates chosen according to the statute may be seated. The law com-
mltee found that there is no power in
the National Committee to override the statutory method of selecting the delegates'. Among Republican leaders at the capital there is the keenest Interest In the forthcoming meeting of the National' Commltee and in the national convention that will undoubtedly be caled by the committee. It Is the opinion that the convention will meet In Chicago, St. Louis or some other point In the middle west.
