To Thb Times: In compliance with a promise 1 made your reporter upon my departure from Hammond, I will give you a partial description of Arkansas as it impresses me. I have been down here ten weeks and have traveled over a greater portion of th country and the more I see of it the more I become convinced that this locality holds out greater inducements -and has greater opportunities for a man of small means than any place I have ever known of. Market For Meat. The native farmer here knows nothing abo-it diversified farming, having had experience only raising cotton and until the present season has had no market for meat stun only raised enough for the local market and home consumption. Weather Ideal. The razorbatk ia now almost extinct and will be completely so in a short time as the grade of stock has ImpVoved in the last two years fifty percent. I noticed this morning by Tub Times (via my boon companion) that the weather in the lake region is anything but pleasant, and having ideal weather here prompted me to write and sympathize with my many rrlcnds and wish they were all here. Wo have had but little frost as yet. Koaes and other flowers not having been injured but oak and other foliage is beautifully tinted. The reported order of the Great Northern for 2,000 cars, placed with the Haskell & Barker company, has not been confirmed. Of these the Chicago & Northwestern bought fifty, making its locomotive orders in the last ten days total eighty. NO HOLIDAY CONCESSIONS Representatives of railroads affiliated with the Central I'assi nger association decided at a meeting held in the Transportation building in Chicuko yesterday to charge each oneway movement of special passenger or buggage cars from $15 to 125 for the haul. While no vote wfcs taken on tha question of reduced fares for the Christmas and New Year holiday period, practically all of those present declared that no reduction will be made. Action on a number of applications for special fares to conventions and other gatherings was deferred until the December meeting of the association.
