FUTURE OF NON-PARTISANS,

Some of the old-school politicians

in Fort Wayne and elsewhere appea

to be not a little shocked and mani

festly distressed at the discovery of a purpose to continue the movement for non-partisan administration of Indiana cities. Exuberant over a victory Just won, they profess to be unable to understand why a single defeat has not effectually killed the non-partisan propaganda for all time. Plainly here is another case of the wish in the role of father to the thought. Any deduction which foresees the elimination of Independent movements because of "a single temporary reverse is necessarily based upon the same assumption that sought to question the nincerity of non-par-

tisanism during the recent municipal campaign. We believe the future will supply ample and decisive refutation of the charge that the nonpartisan movement was Inspired by no higher motive than revenge, and that it sought more than the temporary triumph that defeat of partisan tickes then in nomination would

bring. As a matter of fact, non-partisan-ism In Fort Wayne and citizens' tickets in a score of other Indiana cities this year were but the local manifestation of the spirit that is seeking modernized city government all over this land. It came earliest in the effort that permitted us to get away from the old councilmanic plan and systematized affairs to the degree that specific boards were named to transact specific business and other improvements were made by special charters. Another advance step was taken when the commission form and

its modifications and developments were adopted in some hundreds of

cities.

There is not the slightest warrant

for the belief than one or half a doz

en or a dozen reverses will serve to kill the movement for independent

non-partisan action in city affairs

This must be plainly evident to any

man who will look fairly at the situation, unblinded by his personal prejudices. It has behind it a loftier purpose than revenge which merely seeks the defeat of one candidate or

set of candidates. It is no mere trou

ble-maker. It seeks to do that which

a vast majority of people will cheerfully admit ought to be done, but

they are unable to agree as to how

it should be accomplished. Fort

Of course, he wouldn't catch the majority, but he would catch a scandalous sufficiency and In his list of shame there would be some paralyzing surprises, ; "There are plenty of honest doctors, of course, good men who do good many of them struggling In comparative poverty as they minister to those, from whom they know they will never receive a cent as remuneration. There are doctor who have a God-given appreciation of their high calling and who would not for the wealth of the world commit a wrongful act. "But let us not for a moment cherish the thought that all who assume to be "regular" are of this sort. Acknowledgement of the so-called code of ethics is not a guaranty of either capacity or honesty. Indeed, It Is often the cloak of the quack."

In referring to the crusade pushed with some vigor by a Chicago newspaper against quacks in that city, the

"Why single out the advertising doctors alone? Why not send a reporter out among the smug Pharisees who prate piously oi their "code of ethics" while they viciously knock their professional brethren and pull the legs of their helpless patients? For we undertake it that fraud, cant, and incompetence are common qualntlties in that branch of thi medical profession that affects to obey all the canons of the cult. At least we have in attestation of this statement the declarations of men high in the profession, and can offer as well the fervid criticisms from the
