FROCKS FOR THE YOV'XGEll SHT. By Mud Hall. New Yprk. Ort. 16. In designing mode for a new season, consideration always must be given to the younger set, for Jnvenile fashions are fashions
of Importance. In the matter ot materials they are ' not far llatant from the styles from grownups, nor is the Una very clasely drawn la the matter of designs; there is, however, always th prominently youthful effect about the junior modes that shows there la a difference to be acknowledged and regarded. There Is scarcely a frock among the latest designs that cannot be developed In at least a dozen materials. This applies even to the party dress which is dainty and ecectlva In Irish lawn as it Is in filmsy chiffon. Practical models are well done In kindergarten cloth. Devonshire cloth, serge, eponge-cotton and wool-ratlne, in an endless variety of mixtures and weaves and crepe, which positively had no limit to its variety. There are many delightful woolen materials that may be used this season by the mother who Is not willing to risk her "angel-faces" to the exposure of winter's winds and chilling blasts. These ere interwoven with
linen and cotton so that they can be laundered frequently, thus always be
sanitary. For the child who Is brought up to know nothing of seasons, as far as dress Is concerned, there are lovely washable fabrics in beautiful colorings that cost little or nothing. Fven using the woolen materials it Is possible to develop a striking little frock at small cost, easily under two dollars. Whipcord and repp are very serviceable and always dressy, especially when provided with detachable yokes and sleeve trimmings. The blues, greens, browns and reds are expedient

Decided contrasts are featured In j the trimming of many of the smart-1 est frocks for small girls; for Instance, a blue serge wil have a vest and belt of white pique to stand out against
the dull tone of the dress material with excellent effect. Black and white combinations are extensively employed In this connection, also two tones of one color. Braids always make fasnloable trimmings and they come in so many different this season that it is difficult to resist tfle temptation to use them even upon the simplest frocks. Really there Is nothing else that goes so well with the middy blouse or the Russian coat. Then there is the broad collar used to finish frocks for all occasions which must either be outlined with bead or trimmed with It In some fanciful way. The bolero, which Is one of the very popular features of tailored frocks for
older women, Is shown on a number of frocks for girls, between the ages of ten and fourteen years. In the latter instance, however, the quaint little jacket i-i employed upon party dresses, being made of lace or all-over embrilery, combined with paitel chiffon, net or tulle.
Clunny insertions and Irish crochet are the most popular laces for inserted bands for skirt and bodice, yoke outlines, etc. There are splendid Imitations of both of these laces which it is hard to distinguish from the real, therefore in duplicating expensive dresses In eheaped materials, they can be used with great success. Kmbroidery. both hand and machine. Is in great demand. There are so many splendid patterns for smart ebrold-
crtes and in many Instances the stitches are so simple, that the woman who does not know how to put this touch of handwork upon the dresses of her children, seems lacking in one of tha essentials of good dressing.

THE STEEL MARKET. Orders were better In the steel market yesterday than in the early part of Septembr, They were considerably below tho average for Septimber, however, and the mills will reflect further decreases In unfilled tonnage In October unless market improvement takes place in the next 10 days. Producers are quoting structural steel at $1.40, but will do business at $1.35 per 100 pounds. Consumers aro still holding out of the market and locking for further concessions. In the last two weeks the railroads have purchased about 3.500 cars, 100 locomotives and about 70,000 tons of rails. There are inquiries in the present market for about. 400,000 tons of rails and about 6,000 cars. There are several good tonnages of rails to be announced this week, all of which will be placed by Western roads.
