TIMES BtRKAV, AT STATE CAPITAL Indija-napolis, Ind.. Oct. 24. Three plans "for a revision of the representation of the various states in future republican national conventions have been proposed and when the republicannational committee meets in Washington in December to decide whether to call a special national convention for this purpose these plans will be submitted "-for consideration, it is said. 1'nder one plan there would be four dlesates at large and the rt-mainder of the delegates would be based on the percentage of republican votes in the total vote of a state. The second plan proposes four delegates at large and one additional for each ten thousand votes or major fraction thereof cast for the republican candidate for president in 1908. The fourth plan is the plan now in use in the party. Under the first and
second plans Indiana would have the same number of delegates that It now has. Under plan 2 and plan 3 Indiana would have 3S delegates. The purpose u the proposed change is to give each Htate the amount of representation in the convention to which it is entitled In proportion to the republican vote it asts. Under the first plan Alabama, which now ; has twenty-four votes, would be entitled to fifteen delegates.
NEW MINISTER TO VENEZUELA AND FAMILY ON THEIR WAY TO CARACAS
under plan 2 seven delegates, and under plan 3, fifteen delegates. Georgia, which sends 28 delegates under the existing apportionment, would be entitled
to eighteen under plan 1 eight under plan 2 and sixteen under plan 3. l.ouisiana, the state that always makes trouble in national conventions, would under the first plan proposed, be entitled to twelve delegates instead of twenty as at present: under the second plan five, and under the third plan, twelve. Similar reductions would be made in the representation of all of the southern states, where the republican , vote is always small, and the representation of the northern states, which furnish the bulk of the republican votes, would bo materially increased. Many of the party leaders, among them James P. Goodrich, national committeeman from Indiana, believe that such a plan of apportionment would eliminate
the causes of the friction which tore the party to pieces last year at the Chicago convention. With this reform these men believe that thousands of men who left the party last year to vote the progressive ticket would return to the party ranks. There would be no longer any reason for their remaining out, for the republican party would then have met their objections on this point.

Mrs. Preston Mc Goodwin and son Preston, Jr., the wife and son of the newly appointed American minister to Venezuela, har recently ieft Washington and are now on their way with Mr. MGoodwin to Caracas, Venezuela, his new post. Mrs. McGoodwin is a daughter of C. - Curtice, a Missouri newspaper publisher, and has been married eight years.
Edward Barrett, state geologist, who is not much of a machine politician, has decided to run for renomination next year, and he is sending out typewritten letters, written on nice embossed letter paper, paid for by the state of Indiana, asking democrats all over the state for their support. His letters have thrown some more light on the care with which the democratic state machine is selecting its candidates for nominations next year. Barrett is not on the machine slate, and his letters are said to show that any man that wishes a nomination without consulting the machine must make his
own fight, and this Is what Barrett is
doing. He is trying to find out Just
how strong the machine can be against
him, and then he will have a pretty fai
Idea of whether he can. win. One of
his letters fell into the hands of a ma

around and boasting that the machin

starting a boom of his own wlthou

be all right for him to run.
There are continued murmurs of re
