Sue For Damages. Invoking the fellow servant law, Pedro Gonzales, has brought suit against the Standard Steel ca company for personal injuries in the amount of two thousand dollars. He is represented by Attorney H. E. Granger. Gonzales was employed as a puncher's helper and alleges that he received injuries to his hand.

THE SCHOOL BOARD CONTRACT. Dr. W. F. Howat has been quoted as saying that he stands on his school board record. lie believes that record defensible. If this be the case he can take no offense if that record be given the public so that it may judge him by it. Dr. W. F Howat, Judge J. G. Ibach and Henry Bicknell composed the school board which initiated a movement for a $350,000 manual training school building in Hammond. It was along towards the end of Dr. Howat 's tenure in office that this project, long talked of, was suddenly galvanized into a concrete proposition. The first step that was taken was the employment of 'Architect J. .T. Hutton to make the plans and specifications for the proposed structure. The architect's fee was five per cent of the cost. The building was to be the largest and most elaborate in Northern Indiana. The job was the biggest architectural plum that was ever shaken out of a tree in Lake county. No other architect in Hammond ever had a chance to land this contract. The board members admit this. Their theory is that competition in th6 drawing of plans for a $350,000 school building is not necessary. On this point it should be noted that there were two architects in competition to draw the plans for the Hammond Country club. One Chicago architect spent over $400 in preparing plans and water color elevations. A splendid club house was the result. The Elk's lodge of Hammond demanded competitive bidding when the plans for their club house were drawn. Dr. W. F. Howat is standing on his school board record. The logical deduction then is that if Dr. Howat is nominated and elected ma3or of Hammond that he will build a city hall, a thing much needed, and give Architect J. T. Hutton the job of drawing the plans. No other architect would have a chance. Hutton will become the municipal architect of the city of Hammond. Does that explain Hutton 's $100 bet that Howat would not run third in the coming primaries? There is nothing in the administration of the affairs of the city that should be more carefully guarded than the letting of public contracts. For some reason or another Judge J. G. Ibach never signed the contract between the Hammond school board and J. T. Hutton. Only Howat 's and Bicknell's names appear. Howat still stands on his school board record. A paragraph of the contract between the board and Hutton reads as follows: "It . is further understood and agreed by the parties hereto, that if found necessary to have an inspector continually on the building that the same shall be furnished by the said Hutton ("the said Hutton" afterwards being changed at the suggestion of Bicknell to read, "the board") after due and careful consultation with the board ("the board" afterwards changed to read "said Hutton") and paid by the board at such a rate of compensation as shall be agreed upon and such payment not to be deducted from the architect's fee as hereinafter set out." The duty of an inspector is to act as a check on the architect and contractor and yet this remarkable document first permitted Hutton to appoint his own inspector with the board's consent and afterwards modified it slightly to permit the board to name the inspector with Hutton 's consent. Let the public draw its own conclusions. Comment is unnecessary and bosides Howat stands on his school board record. Adv.
