ENGINEERS MUM (Continued from page one.) buy anything and that Chicago dealers need not bother themselves to come out here. In commenting upon the report of expansion made by the Baldwin Loco motive works In its annual budget the London Statist says: It is with the likelihood of further trade expansion generally during 11J, and with the probability of substantial gums being required for the construc tion of the plant at East Chicago, the board has adopted a distinctly wise decision In not increasing the dividend on the common stock, but keeping in hand so substantial a surplus.' Business Shows Fluctuation. By so doing it will be possible to provide for the construction of at any rate a portion of the new works with out Increasing the capital account. And possibly it may be deemed desirable to finance the whole of this undertaking gradually from profits. "Moreover, the locomotive business in the United States shows considerable fluctuations, so that in order to place the common stock upon a secure investment basis it is desirable to accumulate large surpluses In years of prosperity to provide fully for a steady dividend in times of depression. Such policy will naturally result in a very strong position, and the shareholders will ultimately reap the benefit, and consequently, though at the present price for the common stock, on the basis of the present dividend, a comparatively low yield is forthcoming, barely 4 per cent., in view of the potentialities. the stock has distinct attractions."
