Careful reading? of the new amendment to the Federal constitution which, provides for the election of United States senators by the people makes it look more like Governor Ralston will be called on to make an appointment of a successor to Senator Shively. The amendment provides that when a vacancy in the office of Cntted States senator occurs In any state the executive power shall make an; appointment to fill such vacancy. Of course, there would not be anything to prevent the Governor from calling; a special session of the legislature to amend 'the election laws so as to enable the candidate for Senator from each party to get on the ballot at the 191 election. It is doubtful if the senatorial nominees can get on the ballot uiider the present law. But It Is not thought the Governor will do this, because there is no emergency to be met. If there were no provision in th amendment allowing for appointments to fill vacancies this would probably be necessary. Now, the quetslon is who will get the appointment. As stated in a previous dispatch, Shively is a candidate to succeed himself, and he will be before the Governor if the latter has the appointment to make. It may be that no one will oppose him. but there is & growing belief that Thomas Taggart will be out for It or t least that he would accept the place if ocered to him. . Governor Ralston afways has been a part of the Taggart organization In this state, and inasmuch as the Ta;jgart crowd is picking off everything In the state thus far in the way of patronage, it is pointed out that Taggart probably would be the choice for this place. The success of Taggart followers In landing jobs has been very marked. In the first place, the state house Is filled with Taggart men, elected to offices. Practically every deputy and assistant in the state house is a Taggart man. The Democratic state committee Is a Taggart organization. Peter J. Kruyer, of South Bend, is chairman of the Thirteenth district. He is elated for collector of internal revenue from the district of Indianapolis. Charles J. Murphy, of Brookston, is chairman of the Tenth district. He has been appointed a member of the public service commission, at $6,000 a year. W. E. Longley, of Noblesville, is the

chairman of the N'lntli district. He has

been appointed state fire marshal, at a salary of $4,000 a year. Mark Storen, of Seottsburg, is chairman of the Third district. He is slated for United States marshal. Isaac Strouse, of Rockvllle, who always, like the others, has ben identified with the Taggart machine, is stated for collector of internal revenue for the Terra Haute district. Burt New, secretary of the Democratic state committee, who has been legal clerk for the Governor, has been appointed general counsel for the public service commission at- $6,000 a year. Joseph L. Reilly. former secretary of the Democratic state committee and an old time Taggart worker, has been secretary of the railroad commission for several years, and he is said to be slated for secretary of the public service commission. W. A. Dehorlty will not be reappointed as state account when his term expires in June, and his place will be filled by Gilbert II. Hendren. Hendrcn ics an old time Taggart man. He is now building and load clerk In the office of the auditor of state, and he has made a good record. He gets $2,500 a year in his present position, but as state accountant he will draw $4,000 a y-ar. Senator James J. Netterville, of Anderson, a Taggart organization man, is slated for the only real paid position on the Panama-San Franciscl exposition commission . He is to be the managing director, and the commission fi.xes the salary. "On the" other hand. It would be impossible to go through the list of recent appointments with a fine tooth comb and find an anti-Taggart Democrat airon gthem. How far this -will go or how long it will continue is a question, but up to this time the Taggart machine has had the best fruit from the plum tree. All of these things are taken here as an Indication that if the United States senator is appointed he will be a Taggart man, and Taggart himself Is the greatest of all Taggart men.
