the business district on Forsythe avenue. East Chicago."" The claims advanced In the Interests of either Hoffman street (One Himlre and HPortr-eleThth) or One
Hundred and Forty-ninth street are as
follows: ' 1. They are located more nearly In the center of the strip of land between the Gogebic Iron Co. and the factory sites on the 'south side of One Hundred and Fiftieth street. 2. One Hundred and Fiftieth street
is unprogresslve, it is a one-sides stret ever makes a rood business
street. 3. The street car line should be lo
cated where it ' will serve the most
people. It would be only a short wa'k from the car line, if located on One
Hundred . and Forty-ninth street, . for instance, to the plant of the Fltzhugh-
Luther Co.
. 4. The worst street car and railroad
crossing in the city of Hammond i? located at the corner of Calumet ave
and One Hundred and Fiftieth street.
This w6uld be improved if 'the car
went straight north on Calumet ave
nue and then turned at the nest cor
ner.
It is understood that the people of Hast Chicago would agree to " the change In that it would connect them with the populous section of North Hammond which seems destined to bo tributary to Forsythe avenue. East Chicago's principal north and south
business street. .
The matter i expected to take the form of a petition to the street railway
company to make the change and the
passage of the necessary franchises In
the city councils of the two cities.

Switchmen aend Answer. A letter was sent from the tempo
rary headquarters of the switchmen's
union at the Grand Pacific to the man
agers' committee yesterday declining the proposition made by the railroads that the time and one-half clause be left out. In reply the managers' com
mittee suggested that "as it would
seem negotiations betwen parties hav
ing unalterable and irreconcilable convictions woulod not tend to adjust their differences," the matter be. submitted to arbitration.
Any attempt to take the matter out
of the hands of the conflicting parties
and placing it under the Jurisdiction of the labor court will be bitterly opposed by the switchmen, and unless some new element enters into the controversy a strike may be called today.
The letter sent out by the managers caused a stormy session of employes. Several of the committee suggested that negotiations be closed and a strike
called without delay
nothing to do with the certificates, all transactions being betwen the department and the employer. Data for the
certificates will be obtained from offl-l
icial records. This law will affect the
children now employed as well as those who seek employment in the future. Those who assisted in drafting the bill, say that its purpose waa not to prevent child labor nor to work a hardship upon the employer. , Wilt Kuinil Purpose. "It merely contemplates keeping children from runnlg wild on the streets when they ought to be in school," they say, "and" we believe that If it is carried out properly it will do this.
HOBART. Dr. Loring, of Valparaiso, was here yesterday and held consultation with Drs. Mackey & Mackey in the case of Frank Flo, who is very ill. ; He states that there is hopes for his recovery. Lawrence Trager. Jr., who is attending school at Wisconsin, is home visiting with his parents until after Easter. Mrs. Cook opened her new millinary store in the Morton building today.

should be given the opportunity of meeting the employes" committee this morning, and if the. time and one-half clause was still refused by the managers, the strike would be called. The switchmen also refused to accede to the demand of the managers' committee that if negotiations failed to bring a settlement of the difficulties, all concessions declared on either side be withdrawn. T, J. Foley, chairman of the managers' committee, explained in a letter to the switchmen the reason for the refusal to accede to the demand of time and one-half for overtime. He said the increase would not gain the end for which it was intended, the elimination of overtime, because mucn of the yara work must be done after the busy hours of the work day, and on lio'lidays and Sundays. The committee also decUred that the principle of time and one-half was unsound economically as well as impracticable and inequitable to train and switching service.
