Everybody knows that he can put it through or keep it from going
through, just as he pleases, because he is really the one great boss of the legislature. It Is s.fe to say that he has at least seventy-three to seventy-five
members of the house on whom he can depend absolutely to do what he tells
them to do. This was Shown in the caucus the other night when the Taggart slate of candidates for house po
sitions went through sailing with about
7S to 75 votes each.
What Does He Care? ' This places the responsibility for lglalatlon squarely on Taggart'a shoulders, and he cannot escape it. . The list of committees announced by Speaker Cook are practically all Taggart controlled committees, and practically all of them could be depended on to follow Taggarfs wishes In regard to their actions. There Is one committee, however, the Judiciary committee, which is regarded as an especially strong committee composed of
clean men. and this offers some encouragement, because it is to th'.s committee that bills to create a public utilities commission probably will go. A majority of this committee, it is believed, is in favor of the right kind of legislation on this subject. Gavit And Liquor Law. Senator Frank Gavit of Lake County, the bull moose senator, says he will probably introduce a bill to amend the liquor law so as to provide that when a saloonkeeper's license expires between the sessions of the board of county commissioners he may have the
right to continue business until the
board meets to act on his application
for renewal. He says that there are
some situations in Lake county that
need that kind of relief. The committee on public morals, to which all liquor bills probably will go, is such as to cause one vo think that there will not be any temperance legislation this year. Soon To Announce. W. P. ONeil, the incoming lieutenant governor, says he will announce
his senate committees probably on Monday or Tuesday. There has been some doubt as to whether he or Lieutenant Governor Hall would appoint the senate committees, but Mr. O'Neill says the incoming official always has made the appointments. ' The plunder committees of both houses have had the devil's own time to make up the lis of employes. There Is such a flock of applicants that they
have nearly swamped the committees.
The house has done one thing that
will cause delay. Representative Pat-
ton of Lawrence county offered a reso
lution requiring committees to report out all bills within six days' time, but the resolution was tabled. A few min
utes later Qovernor Marshall made the same recommendation In his message, but it only caused a smile, because the
house had already killed the proposition.

Gavit made speeches for the candidates on the Progressive ticket in Lak County. It is recalled that Albert J.
Beverldge, the Progressive nominee for
Governor, carried Lake County.
"I intend to vote for and support all
progressive legislation during this ses
sion," said Senator Gavit, "regardless
of whether it is supported by the Re
publicans. If I think a bill Is progres
sive I shall vote for it, no matter whether it is introduced and fostered
by Republicans or Democrats.
"On the other hand, if a United
States senator were to be elected
would vote for a Republican . in pref
erence to a Democrat." Senator Gavit voted for the Repub lican nominees on all propositions ex cept that of president pro tern.

passed a resolution instructing the city
clerk to give the city treasurer formal
notice, that he must secure additional
bond.
Mr. Kamradt says he took the mat
ter .up with some of. the councilman
personally and that they" had informed him that they would not question his
bond, but affairs took a new turn last
night, when city attorney Patterson Informed the council, that the treasur
er's office had been automatically va
cated when, Mr. Kamradt failed to se
cure additional bondsmen within ten
days after he received the notice. He
did not give this advice he said, bo-
cause he was personally interested in
seeing Mr. Kamradt ousted, but bocause he wanted to protect the city against future legislation on this ques
tion. Mr. Kamradt's honesty is in- no way attacked in the proceeding.
