GARY CUI COUIICIL MEETS
In the Absence of Mayor Knotts the Boys Have a Quiet Little Time.

When Mayor Knotts of Gary returns
from Cuba he will be surprised and
Kratlfied to see what a well behaved
common council he has. The council
met lass night and transacted business in a methodical way and incidentally
introduced some new rules for its government, which if passed, clips in
many ways the legislative powers of
the mayor.
Ordinances considered last night in
cluded:
Fassage of one re-establishing the
Bertillon bureau of identification. Th salary'of the Bertillon operative Is to be $110 and of the photographer $50. Passage '-. of appropriation ordinance Riving $500 to the board of health expense account. Heretofore It was the council's short-sghted policy to disregard the most vital department of the, city. To Kegnlate Car Stops. Gave second reading to an ordinance requiring street cars to stop on the near side of the street crossing. Instructed the mayor to sell assessment lens on alley 18, south. Took steps to provide the city judge with a court clerk. Considered an ordinance to raise the pay of the chief street Inspector from $1320 to $1800. He has eighteen deputy Inspectors under him. Their duties are to see that the street contractors are "honest." Sew Role Mystify. Alderman Rowley introduced art-
other set of rules for the government of the common council. -Ho cays that the rules are "to provide for r.ew committees." Since the old committees were named by the committee on committees Alderman Baukus has fled the city. Alderman Castleman was thrown out of the council. Alderman Gibson died, and City Clerk Moose has been sent to prison. Because of this it has been necessary to name a special committee every time a new ordinance Is introdued. Enslehart Raises Row. . As under the present method the ouncil, instead of the mayor, will name the committees. One noticeable feature is that the provision whereby the mayor can name the impeachment has been chopped out. For two years and eight month he was confined in the fortress at Monastir during which time he was half starved and receved many floggings. Finally his mother succeeded in
raising $1800 by the sale of property which she took to Monastir. Here by
bribing soldiers and jailers the young
man's release was effected. He escaped to Italy, thence to Tripoli and made
his way to America. He has had no news of his mother for some months
and does not know whether she Is liv
ing. Tnrk Despoil Women.

people of but whom 200,000 are Christians," said Kosman. "Albania, as you have read, is sid
ing with Turkey but as the Turks are
in the majority they are doing the siding. "Life for the Christians is a continu
ous hell in Albania. The Turk's treatment of the women and children is awful. Any Turk Is privileged to

or daughter. He Assassinates Two.
"If a Christian gets married the Turks invariably steal his bride and keep her for awhile. There Is no re
dress for him. But our men get even by assassinating these devils from
time to tme. The world has little idea
of what we have to undergo."
Kossman told how he "got" the Turkish official who caused the kill
ing of his father, sister and four brothers. The murderer was a colonel
in the Sultan's army and Kossman
killed him on sight in the streets of Monastir. Later on he plunged a
knife Into and killed a second Turkish
army officer, who had killed another
of his brothers.

Owing to the absence of Dr. Frank
Smith, coroner of Lake county, who is at Frankfort, no inquest will be held
for a few days over the remains of Miss Edith Dewey, the 26-year-old
Gary girl, who passed away in a South
Broadway alley after drinking sever
al 'glasses of whisky.
A post-mortem examination by Dr.
J. A. Craig yesterday revealed the fact
that the girl had die of pneumonia. Under the influence of liquor, she did not realize her condition and the sur
geons say that had she not been drink
ing her life might have been saved.
Miss Dewey was drinking in a South
Broadway saloon Saturday night, and at closing time the heartless saloon-
men threw her out Into the alley to
die. She was found and carried into a saloon, where she died.
The wayward girl , came of a good
family at Harvard, 111., and her people
will look after her funeral arrange
ments.

FOR CLERK
Judge Ora L. "Wildermuth of the
Gary city court last night appeared
before the common council and asked
that a court clerk be named to assist
him. There has been no court clerk since 1910 when Richard Winkler, who
received a salary of $100, resigned
estate laws prohibit a court clerk In a
fourth-class city but as Gary transacts the police business of a second class
city the law Is evaded by giving th
title of city stenographer to the clerk.
The city Judge asked for a girl clerk
who would give part of her time and
get $25 a month for the Job but the
council decided to .pay $50 and it will
pass an ordinance to this effect.

It was an awful break, but the Judge
actually ruled yesterday that a mere
man was supreme In his own house.
Here was the situation which called
forth this ruling. John uretches has a
half-brother named George Pelowski
living in Cedar street. Gretches and
Mrs. Pelowski had had trouble and she
had declared she did not want him
"hanging around" her house. George,
her husband, on the other hand had
allowed that his brother could hang
around as much as he liked. Could
make his home with him if he wished
The more Mrs. Pelowskl's . ire was aroused against John, the fonder George became of his de trop relative. Gretches called at the Pelowski home on Sunday. Mrs. Pelowski told him to clear out. Her husband sided with fils brother. The upshot of the domestic tangle was the arrest of Gretches on a charge of trespass. In court the husband, with the eye of his wife fixed glaringly on him, did testify that he sympathized in a measure with her, but Judge Reiland suspected that the eye had something to do with
the reluctant testimony.
It was then that he quesion of who
was ruler of the household arose
Judge Reiland came out boldly with
the announcement that "a man is king
in his own home. What he says goes
Well, had his honor known Just what
a storm this ruling was going io raise,
he simply would not have made It. He has een texplaining eer since that he
did not mean exactly that. What he
meant was In fact that the wife was
queen in her castle as well as that her
husband was king. But in this case
Gretches and Pelowski were brothers
and it did seem as though Oh, well,
what's the use of anything, anyhow
It's a hard life this being a judge. "It's
dam If you do andj dam If you don't, says Judge Reiland.
Gary's class, the fourth, like Elkhart, Michigan City, Logansport and Kokomo ranged from 440 to 595 cases. "This year I have tried as many as 73 cases In a day and the docket clerical work Is tremendous. Frequently I am obliged to lose part of what a witness is testifying to because I must also act as clerk," stated the Judge.

passed by the council. It requires the
installation of a $35 gas shut-off valve,
with additional fees when the plumb
er gets through with the Job.
When the measure was originally
passed it was the "understanding tha
it applied merely to public building
theaters, stores, hotels and apartmen
buildings.
The signed ordinance develops that
it includes everything . except resi
dences in the fire limits. Under thi

BOUND OVER TO COURT
Tony Torri, the horsethief who stole horse and wagon in Gary and who
was captured a short time later by
the Hammond police, Was bound over
to the superior court in bonds of $500
n the Gary police court this morning.

According to Detective. Kramer, In
harge of the horse stealing bureau of the Chicago police, Torri has stolen
$25,000 worth of horses and is one of
the cleverest men in the busines. Torri, according to the Chicago police jumped a $2,500 bond in Chicago so
the Gary police are wondering what will happen If he gets bond for $500 in the local court. Torri Is wanted for
several . charges in Chicago.
The police will take steps to prevent
any move on the part of Judge- Price
to be hired as Torri's attorney when
his case comes up in the higher court.

HAS MARYLAND CALL.
(Special to The Times.) Washington, D. C, Dec. 18. Rev. and Mrs. L. Cody Marsh of Gary are In Washington for a few days. They will leave here for St. Barnaba'a Episcopal church, near Leeland, Md, where Mr. Marsh has accepted a call to become rector. (Rev. Marsh mentioned in the above dispatch left Gary In the spring of 1912 for his hsjth, so it was said. It was thought that he was recuperating in a sanitarium in Michigan.)
