Steps toward hastening the construction of the Burns' ditch, which, when completed, will result in the reclamation Of thousands of acres In the. Little Calumet valley, will be taken by Gary officials who intend to visit several cities, including New York, where Gary will be asked to lend his good offices in brushing away New York Central railroad opposition to the ditch.

TIMES BUREAU, AT STATE CAPITAL. Indianapolis, Ind., Aug. 20. Reports continue to come In of opposition among the Bull Moose over the state to the ultimatum Issued by Edwin M. Lee, state chairman, that third party tickets must be nominated in all counties. In fact as the days pass It becomes more and more apparent that In many counties Bull Moosers do not propose to desert their local Republican tickets, even at the command of the state chairman. In addition to this trouble, there are many other counties In the state In

which the Bull Moose are not .strong

nough or of sufficient importance to

warrant them In putting out county

ickets. In a number of counties there

s no adequate leadership, and this will

prevent the movement from making

any serious headway.

There is no question but that in some

counties there is a strong Progressive

sentiment, and that the Progressives will be well able to nominate county

tickets and do fairly well with them.

But such counties are not numerous.

In the majority of counties the Bull

Moose may as well not make any sep

arate nominations, because they will

not accomplish anything more than the

defeat of the Republican county

tickets ?

In the First district vigorous oppo

sttlon to the third ticket plan has de

veloped in Gibson. Tike and other

counties. In fact Spencer county la the only one in which they seem to be

making any headway and where they

Save any chance of doing any good.

In the Second district Martin, lion

roe and Morgan counties are the hot

beds of opposition. There are a good

many Bull Moose in these counties, but

the leaders of the movement are oppos

ed to making local nominations. In

the face of such opposition it is dlffi

cult to see how the Lee plan can make

any progress.

Lawrence county is the only county

In the Third district In which the Bull Moose have made any progress. The

third is a Democratic district, and

most of the counties ara Democratic.

It is a significant fact that the Bull Mosers are not making much effort to

do any business inDemocratio counties,

arid this accounts for the fact that no

special effort is being put forth to

carry any of the Third district coun ties except Lawrence, which is a Re

publican county.

In Terry and Crawford counties. 1

the Third district. the Republican

county organizations have been dls

rupted by the Bull Moose, but these are Democratic counties, and the Bull

Moose success there will not amoun

to anything.

The Fourth district counties of Jeff

erson, Switzeiland, Jennings and Decatur are counties In which the Bull Moose have multiplied, but the leaders In these counties are unalterably opposed to third county tickets. Whether the Lee crowd will be able to force

the nomination of third tickets over the objection of the local leaders is still a question.

In Putnam and Hendricks counties

in the Fifth district the same situation exists. These are the only coun

ties in which there Is much Bull Moose sentiment. There is none in Vigo, very little in Clay, little in Parka and practically none In Vermillion, according to reports, and it is not believed to

be likely that county tickets will be

nominated there. The question Is,

who will nominate them and who will support them if nominated?

Union, Fayette, Rush and Henry

counties In the Sixth district are put

ting up a strenuous fight against the

nomination of third county tickets.

There are many Bull Moose in these counties. But they are merely Roose

velt men and do not want to be classed as wreckers of the Republican par

ty. Therefore the leaders are oppos

ing the third ticket scheme.

There Is violent opposition to the

third ticket plan In Marlon county, which comprises the Seventh district.

but it is said to be the intention of a faction of the Bull Moosers to make

county nominations in spite of it. This

will mean the election of the Demo

cratic county ticket. There about 70,-

000 voters In Marion county, practical

ly equally divided between the two old parties. Suppose the Democrats hold

about all of their strength, or about 35,000 votes. Suppose the other 35,000 votes are divided between Republican

and Progressive tickets at the ratio of 20,000 to 15,000. This would mean that

the Democrats would carry Marion

county by a plurality of 15,000. And

this is but a fair example of what might be expected to happen in other

counties where three tickets are put In

the field.

In the Eighth district . Delaware,

Randolph and Jay counties Bull Moos

ers are up in arms against the order to nominate county tickets. They

know they can elect the Republican

tickets if they stand by them, and they

are protesting against being forced to

desert the old party tickets, which

they themselves helped to nominate.

It is doubtful If the Bull Moosers can nominate a county ticket In any county

in the Ninth district without a serious

internal fight over the prpositlon

Boone, Hamilton, Tipton. Howard, Car

roll, Clinton and Montgomery countie

have a good many Bull Moose, but In

some of them there is no sound leader

ship to crystalize the sentiment into a good organization and In others the

leaders do not favor the third ticke

plan.

A few counties In the Tenth district

also are without respectable leader

ship. In some places thers ara good

leaders, able to handle th situation. and in such places th Bull Moos will make nominations, and fight to win. But in counties like Tippecanoe, so It Is reported, the belligerent faction Of the new party is without leadership. Many voters will vote for Roosevelt but that is as far as they will go. Wabash, Huntington and Grant counties are Eleventh district countlsa in which strong efforts are beln made by Bull Moose themselves t keep from nominating third ticket. the same fix. In fact Miami county 1

about the only spot In the Eleventh In

which the third party can hope to 4

As stated above, the Bull Moose dot

appear to be making much effort to

win in Democratic counties. That la why there has been so little Interest

taken in Allen county, in the Twelfth.

Adams county, in the Eighth, is an

Democratic. Noble and Lagrartgra counties and some of the other Twelfth
