STEEL REPORT Several lnterestlngs "stories" have

been printed about the. -. report and recommendations of the Stanley in

vestigating committee. One or two of them Mr. Stanley complained of as being Inaccurate and unfair. But in the main the substance of the report Is what the Informed public expected It to bo The whole document Is composite in character. Something is taken from La Follette's trust platform, something from old democratic platforms, and not a little from the philosophy of conservative radicals like Woodrow Wilson. The warm repudiation

by the Stanley committee of the "socialistic" and "dangerous" views of men like Gary, Perkins and Carnegie must strike many as an Instance of delicious if not unconscious rumor. Messrs. Gary, Perkins and Carnegie never suspected that they were heretical socialists or that the Stanley committee was stanchly Individualistic.

To deal in detail with the Stanley

report or suggestions would be to go

over much familiar ground, on the one

hand, and, on the other, to anticipate the discussion of the second major Issue of the presidential campaign. The report will- wait. It settles nothing. The Taft trust plank, the Wilson trust plank, and the Roosevelt trust plank now being prepared will severally afford ample material for study and comparison. There will be no additional trust legislation until after the presidential election. The next administration and congress will shape and determine the future trust policy of the country. When the time comes to legislate, the fact that a. concensus of Intelligent and practical opinion has really developed with regard to the trust question will compid and receive due recognition. - In a political

campaign points of, difference rathe than of agreement are emphasized, but campaign polemics and exaggerations should not mislead the Judicious and experienced. Chicago Record-Herald.
