Congestion in the western steel mills, which has resulted from the recent rush of buying has attained a degree which far exceeds what makers expected. This has brought the industry to a state where it is almost impossible for the consumer to obtain a promise of delivery in anything less than five or six months' time unless he can get his mater'ol from the warehouses. i Even the warehouses are beginning to feel a pressure which Is too much for them, for where deliveries are supposed to be spot, shipment being made on the day the order is received, many of the warehouses have fallen three or four days behind on their shipments, being unable to cut and load the material fast enough to keep up with the pace. A striking factor In this situation, and one which is loked upon by western makers as possessing considerable significance, is that resulting orders to a very general extent are larger than the original Inquiry called for1. Because of this al arrangements of some of the mills have been rendered inadequate, and makers, figuratively, have thrown up their bands in despair. Now they will promise nothing but "such deliv

ery as we are able to make." A Heavy Rnfl Business. - Some of the western rail mills are

filled up on rails to the end of the year. Being so crowded they are unable to make deliveries the railroads are calling for, they are passing up thousands of tons of rails to eastern mills. Among the best situated are understood to be the Tennessee, the Illinois and the Colorado Fuel and Iron companies. The Carnegie, Pennsylvania, Lackawanna, Cambria and some others of the eastern mills are not so crowded and the railroads have ben forced to turn to them If they want this year's delivery. Several tonnages have been placed this week In the1 East, as some of the western roads came forward with lots on which they wanted early shipment. In meeting such conditions as these the railroads are experiencing Just what was predicted for them. Only a few weeks ago in these columns the attitude of the roads was outlined and

its poslble results forecast. The roads, ;n short, continued buying only as the) needed on the theory that whenever they wanted rails they could get them. Now all want them and all. in effect, are up In the air. Bolta And Tiwtm Ge l. Western mills are paying little attention to the booking of new business and are using al their efforts to pacifying customers, all of whom seem to

want delivery et once. Since the advance in prices last week there hes been noticed no falling ofT in new business, which continues about up to production, but much of the business coming up, as has been seen, the mills aro unable to touch. It must either be turned rwn or go to the eastern mills. Specifying 'continues In heavy volume. Contracts which expired on July 1 are being extended under the new prices. Most, however, which expired on that date had been fully specified against and have been taken out. The week has been another advance In prices, as spikes and bolts have been Increased $1 a ton, bringing spikes to a minimum of $1.60 per 100 lbs. base and bolts to $2 per 100 lbs. base. All commodities seem now to have had their' recent advance, and makers are

uncertain as to the proximity of another increase. Mill prices have gone up fl & ton In the last two weeks. Warehouse prices

have increased $2 a ton. and there Is imminent possibility of anotlier early lncreas. As one warehouse. Interest stated. "We must do some thing drastic to head off the rb- ; Car Bo. viae fa Heavy. A surprise has been: given to the car builders in the reappearance of car buying demand. The roads nave bought heavily of equipment makers this year, and a resumption of the demand now was not looked for. Still, there have appeared In the market Inquiries for from 6,460 to T.000 cars. Of these 3,000 go to a western road, 850 to 1.600 to the Denver and Rio Grande, 2,000 to the Grand Trunk, 500 to the Chicago, Milwaukee and St. Paul and 100 to tna

Escanaba and Lake Superior. Mills, of course, cannot furnish the material for these ears this year. Regardless of that, however, the ear builders with the nsatertal on band could not offer delivery until next year, owing to the rush In their mills.
