He placed the lawyer in the van for

progressiveness, generally but added significantly that the lawyer is not a

reformer in matters of law, and that the profession instead of being the first to work toward legal reforms was the

last. What reforms have been made. Judge Kavanaugh said, were made in

spite of the lawyer, and the judiciary. The present public demand for the recall of judges, he said is nothing more

than an inarticulate growl from a dis

satisfied public, which is tired, of de

lays and technicalities. Suggest Reform. Judge Kavanaugh's views as expressed last night, clearly placed him

among the progressive judges. He is

on record for asking oral instead of written instructions to the jury, and for the elimination of the technical

error as a basis for a new trial, especially where the error is not to the material advantage or disadvantage of either the contesting parties. The jurist also laid a desecrating hand on the altar of the precedent fetish, and relegated the tin god of common law worship to the junk pile. Judge Kavanaugh did not want to be understood, that he was not thoroughly appreciative of the common law principles, but he did not hold this a sufficient excuse of the warped and narrow decisions which are to often out of harmony with twentieth century progress and conditions. But the blame for these existing conditions he laid at the feet of the lawyers and Judges, and to them he loked for the inauguration of reforms along these lines. Jndse Relter Aaki Hlxk Standard. As a speaker Judge Kavanaugh -was most pleasing. He spoke at the Lincoln-Jefferson College once before, on the occasion of the closing exercises at the end of the first year. In 1908. Recently he was elected in Cook county by a splendid majority for another six year term as judge of the superior court, and next summer he is schedul

ed to deliver for lectures on the

Chautauqua circuit under the auspices of the Rldpath Lyceum Bureau.

Judge Kavanaugh was introduced by

Dean W. C. H. Keugh of the law school, who also called on Judge Relter. The

atter gave his fullest endorsement to

the sentiments expressed by Judge Kavanaugh. and supplemented this thought with a plea for the highes standard of the Lake County bar.

Dr. W. Mayes Martin, president of

the university, in a few words, assured Judge Relter, Judge Kavanaugh and

the visiting lawyers, that the Lincoln-

Jefferson College of Law would at

tempt to maintain a high standard of proficiency, and that in accordance

with thia plan a three years course had

been inaugurated, and that nobody-

could by any manner or means get the

school's diploma who waa not

thoroughly worthy of it.

SEEKS TO BALK THE MILK TRUST Valparaiso, Ind., May 3. What is believed to be the first move of the Milk Producers Association of Chicago to force a better schedule of prices from the milk trust was recorded today. Seventy-six dairymen of Pleasant township Incorporated the Co-Operatlve Creamery company of Kouts, Ind., with a capital stock of $15,000. From this district thousands of pounds of milk has been shipped weekly to Chicago, where the Milk Producers' association sold the milk to a large company. This milk will soon be turned Into by-products at the Kouts creamery to be built by the co-operative, company.

East Chicago and Whiting wll unite

opening of the ball, park at Whiting,

these two cities being scheduled for a game in the Oil City on Saturday, the
