WEST HIND TO HAVE FIRST IETIIIG Mayor-Elect Will Announce His Cabinet Appointments Tonight. The first regular meeting of the West Hammond city council will be held at the city hal tomorrow night. The principal matter of interest will be the announcement of the appoint ments of Mayor K. M. Wosczinski fo the offices which wil be created under the new administration. Tonight the mayor will announce his appointments for chief of police, captain of police and patrolmen, wate clerk, special assessment collector. bridge tender and a number of mino positlons. He will not make a selection of th corporation council nor of the street commissioner until later on. Report have been circulated that he has prom ised the appointment of corporation council but he says that he positively has not made any promises of this office The meeting is expected to be an important one. The selection of a chief of police ' is regarded as exceedingly Important for the reason that it will be thechlef upon who will devolve the work of cleaning up the dives and regaining West Hammond's good name. Mayor Wochinskl is exceedingly conscientious about the matter of his appointments and he will try to do the best he can to please the element which elected him to office, consistent with giving the whole city a good administration. It is certain that he will fight shy of the gang that has fought reform all of the way through, and the rumors that theiy or their henchmen were to squeeze their way through to a place next to the throne are all untrue. An interesting story regarding the manner in which the Chicago, Indiana & Southern railroad was evolved is be ing sent out from Hensselaer to the effect that a suit, being tried in the Jasper circuit court, is attracting con siderable- attention in railroad circles. It is a fight between the promoter of a paper-railroad and a corporation that eventually built a road over practically the same line. Bayard aylor of Chicago, a graduate of Wabash college. who has been in the railroad promotion business for a number of years, and has fathered several railroads, is the plaintiff. Carroll C, Kent and Warren T. McCray of Kentland and the C, L & S. Railway company are defendants. Mr. Taylor asks the defendants for $60,000. In 1899 Mr. Taylor conceived the idea of building a road from Covington to the south, to be known as the Covington & Southern railroad. He established a route, had the. survey made and then with blueprints tried to Interest capitalists. He later determined tq. extend the projected road to the northward, with Chicago as an objective point. A survey made through West Lebanon missed the town of Kentland about a mile. The name of the proposed road was changed to the Chicago, Covington & Southern. Court House Fight. About this time Carroll C. Kent and Warren McCray of Kentland were actively engaged in the court house controversy in Newton county, trying to keep the county seat at Kentland, while Morocco, Goodland and Brook were all trying to get it away. Kent and Mcpolice and fire departments will be In line, and everything will be dona to add to the enthusiasm that is already rampant over the beginning of the baseball season. All of the main thoroughfares In Indiana Harbor will be traversed by the parade. It will be headed by Mayor Schlleker and Manager-ln-Chlef Matt Sternberg In a machine. The police and fire departments will follow and then will come a long lin of rigs of all descriptions, loaded with men, women and children, and all along the line of march there will be red lights burning. The rooters club will turn out in a body, armed with megaphones and will give a practical demonstration of the kind of nIse they can make. The parade will form In Michigan avenue near Guthrie street and will go thence west to 137th street. From'thwe they will proceed to Cedar street, thence to Guthrie, to Michigan, to Pennsylvania, to Washington, to Commonwealtn. to Micnigan, io nr, io U7th, to Grapevine and back to Michigan, where it will disband. NEW STORY OUT Cray, it is alleged, figured they would hold the court house at Kentland if they obtained another railroad forthat place, hence , they became Interested with Taylor, and the orute was changed to include Kentland. The name of the proposed road, was changed to hte Chicago, Terre Haute & Southern, and Kent and McCray backed Taylor, in his promotion work. After a time the road was sold to the Indiana Harbor Railway company, which, it is alleged, was to pay Taylor, Kent and McCray. $10,000 and give them stock in the company. Operations ceased and none of the money was paid, it is charged. Apparently the line was abandoned. Goea to Japaa. Kent Joined his nephew, George Ade, on a trip to Japan and Asiatic countries. On his return he found a railroad was being built over the route that had been proposed, the Indiana' Harbor company having transferred its rights to the New Tork Central interests. Kent brought suit and obtained a Judgment of $10,700 for the right-of-way through his land. The road built over the route is now the Chicago, Indiana sr Southern; and is double ..tracked "a considerable part of the way and operates modern trains. Taylor in his suit Includes Kent and McCray as defendants on the theory that they received advantage by obtaining the road for Kentland, and that tho road would not have been built except for his efforts. The complaint charges also that they received financial advantages when the road passed under the control of the New York Central. The case probably will be on trial several days. - Mr. Bader of Whiting transacted business here today. H. Bode has opened a first-class grocery on Hart -street. Miss E. Grastack of Englewood has returned home-after spending a few days with friends here. W. Welter was at Hammond today. Miss Myrtle Elser was a Chicago visitor yesterday. Mr. and Mrs.; A. Kosehe of Chicago have returned after a visit with relatives here. The ladies of the Westminster Presbyterian church will meet Wednesday afternoon at the church.
